TNRC'S REQUEST TO ISSUE A SECOND FEDERAL REGISTER NOTICE RE THE C0ffiISSION'S CONSIDERATION OF A 2.206 REQL'EST CONCERNIt!G THE SEQUOYAH FACILITY On June 24, 1930 your office issued a Federal Register notice indicating receipt of a "The Nuclear Regulatory Comission" (THRC) petition requesting that the low power operating license authorizing limited operation of the Sequoyah Nuclear Power Mant be revoked. The notice further indicated that the petition was being treated as a request for action under 10 CFR 2.206.

On July 1,1980. THRC directed a letter to you complaining that the Federal Register notice contained " errors" and requested issuance of a second Federal Register notice. While it is clear that none of the itecs discussed by TNRC in its letter are well founded, you may nevertheless wish to respono. A draft response for this purpose is attached, as is TNRC's request of July 1.1980.

This is to acknowledge receipt of your letter of July 1,1930 request-ing the publication of a second Federal Register notice to correct what you regard as " errors" contained in the Federal Register notice issued by this office on June 24, 1930 which had indicated receipt by the Ccrc.ission of your petition of May 28,1930 and its consideration under 10 CF?, Section 2.206.

Your first concern is that the use of the word "its' in modifying the term "Sequoyah comnercial nuclear pcwer plant" might convey the inplication that the plan t talor.gs to TNP.C rather than the Tennessee Valley Authority. '!e regcrd this concern as unfaunded since the c3ption of the Federal Register notice makes it clear tha: the Sequoyah facility is c',,nad by tne Tennessee Valley Authority. Your other concern i'volves the characterization of T:F.C's petition as allecing that the conta'nment of the Sequcyah facility trould not withstand prassures resulting frcm hydr gen e;. plosions. You prefer a characterization to the effect that the
