Mr. Jerome Rademacher Winona, MN 55987 Gentlemen:

This refers to the special inspection conducted by Dr. W. J. Adam of this office on May 28, 1980, of activities authorized by NRC Byproduct Material License No. 22-00027-06 and to the discussion of our findings with you at the conclusion of the inspection.

The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspection consisted of a selective examination of pro-cedures and representative records, observations, independent measure-ments, and interviews with personnel.

Reviewed during this inspection were the items of noncompliance identified during the October 12, 1978 inspection.

It appears that you remain in noncompliance with items four and fi"e of our letter dated January 8,1979.

We have no further questions regarding the remainder of the items listed in that letter. The activities appearing to be in noncompliance with NRC requirements are described in the enclosed Appendix A.

It was noted during this inspection that your receiving personnel hav-received no instructions with regard to precautions to be taken in the event of receipt of a damaged package containing byproduct material.

In your reply to this letter, please state what measures you will initiate to ensure that these personnel will recognize and properly handle a damaged byproduct material package.
