We have reviewed your letter of March 30, 1979, in reference to the inspection conducted at Surry Power Station Unit No. 2 on March 6-9, 1979, and reported in I.E. Inspection Report No. 50-281/79-14 Our response to the specific deviation is attached.
We have determined that no proprietary information is cont ained in the report.
Accordingly, Virginia Electric and Power Company has no objection to this inspection report being made a matter of public disclosure.

RESPONSE TO VIOLATION NOTED IN IE INSPECTION REPORT NO. 50-281/79-14 A.
NRC Comment:
As required by 10 CFR, Part 50, Appendix B, Criterion XVII, as implemented by VEPCO's licensing submittal (Steam Generator Project, S stry Power Station Unit s Nos. I and 2 - Revision 9),
" Sufficient records shall be maintained to furnish evidence of act ivities af fecting quality...
Inspection and test records shc11, as a minimum, identify the inspector or data recorder, the type of observation, the results, the acceptability, and the action taken in connection with any deficiencies noted.
Records shall be identifiable and retrievable". West inghouse Process Specifications NPT-91 and 94 require that the monitoring schedules for nitrogen pressure gage readings of primary and secondary sides of the steam generator lower assemblies shall be documented.
Contrary to the above, on March 8,1979, the S.G. Lower assemblies identified as #2927, #2973 and #2981 had no official records for nitrogen pressure gage readings.

Formal documentation was instituted on March 10, 1979.
Inspection and test records are being maintained in accordance with Westinghouse NPT 91, 94 and VEPCO Quality Assurance procedures.

The action taken above will preclude further non-compliance.
