" CLASS IE QUALIFICATION"

Dear Mr. Denton:

In July,1977, Combustion Engineering (CE) submitted the subject topical report to your staff for review and approval in support of their applica-tion for a Final Design Approval for the System 80 NSSS package. WPPSS (WNP-3/5), along with seven other utilities, presently intend to reference an NRC approved version of the subject topical report as a means of demon-strating that the Class IE NSSS equipment qualification program meets the intent of IEEE 323-1974, in support of our applications for an Operating License.

It is our understanding that review of this topical report has not been initiated by your staff, nor are we aware of a schedule or planned comple-tion date for the review.

In order to meet the equipment delivery schedules for WNP-3/5, CE must soon proceed with an equipment qualification program. As a pre-requisite, WPPSS believes that it is in the best interests of all concerned, including your office, that the qualification program for CE's System 80 plants be in a form acceptable by the NRC.

WPPSS therefore believes it necessary that your review of the subject -

topical report be initiated in the near future in order to avoid schedule delays for WNP-3/5. Our alternative would be to proceed with the CENPD-255 program, which if in its present form is not completely acceptable, may result in expenditures of many unnecessary mandays of all concerned parties justifying the qualification of installed equipment.

WPPSS requests to be informed of the date when you intend to begin your review of CENPD-255 and your estimated completion date. With the foregoing informa-tion, WPPSS can decide the best path to proceed with in the area of equipment qualification.
