SUMMARY

Week Ending March 23, 1979 Browns Ferry Unit 1 Browns Ferry Unit 1 shut down on March 13 due to a through wall crack in a feedwater line located in the turbine building. The crack was repaired and the reactor resumed operation on March 17.

Duane Arnold Energy Center On March 16 Duane Arnold was returned to normal power following an unscheduled outage which began June 19, 1978 due to a leak in the safe end of a 10 inch primary coo' ant system recirculation riser nozzle.

Three Mile Island Unit 1 On March 16, 1979, a Modification of Conditions of Exemption was issued for Three Mile Island Unit 1.

This action permits operator action in the event of a small break LOCA.

Modifications which will eliminate the

need to rely upon operator action must be completed prior to operation in Cycle 6 or during a suitable outage after September 1,1979.

Vermont Yankee On March 17, 1979 Vermont Yankee shut down to replace leaking fuel bundles.

The staff is requested by April 26 to review proposed Technical Specifi-cation changes which will permit operation with a reconstituted core.

Indian Point Unit 3 Indian Point 3 was shut down March 19, 1979 to repair a tube leak in one of the steam generators and to repair a steam leak on the secondary side.

The unit is expected to be out of service for six to eight days.

Beaver Valley The licensee plans to do a 100% in-plant verification of the safety injection system against piping diagrams.

Reanalysis of all safety-related systems by SH0CK-3 is underway.

NRL plans a visit on March 23, 1979.

Fitzpatrick Stone & Webster stated that they expect to provide the NRC with the results of the Fitzpatrick safety-related piping system reanalysis by March 29.

NRC plans a plant visit on March 26, 1979 Maine Yankee An NRC review team plans to visit Maine Yankee on March 27 at which time a reanalysis of the safety systems should be completed.

Safeguards for Alternate Fuel Cycles On March 21, Brookhaven National Laboratory representatives briefed NRC and DOE staffs on results, to date, of their ongoing study of safeguards assessment of the various alternative nuclear fuel cycles being considered by DOE in the Non-Proliferation Alternative System Assessment Program (NASAP).

Filing of Motion by NECO By telegram dated March 9, NMSS informed NECO that it cannot unilaterally terminate licensed authority and directed NEC0 to take all necessary actions to assure that the public health and safety is protected at this site. This position was confirmed in a formal order issued by NMSS on March 20.

Region III and NMSS staff inspected the site March 19. Oral arguments on the case are scheduled for March 27, 1979, in Peoria.

. Chilean Development IP has written a Commission paper on the latest advice received from the Department of State on our proposed follow-up response to the Chilean Nuclear Energy Conmission's request for closer cooperation ties with NRC.

Program Development During the course of routine monitoring of transportation of radioactive material, Georgia State personnel observed elevated raaiation levels in a Skycab van carrying radiopharmaceuticals from the Squibb plant in New Jersey to Orlando.

SP reported the matter to DOT, urging an immediate investigation, corrective action on future shipments, and enforcement action if warranted.

FY 1981 - FY 1985 BUDGET / PLAN The call for the formulation of the FY 1981 - FY 1985 Budget / Plan is being reviewed by the major program offices and is expected to be issued in final on March 30, 1979.

DIVISION OF SECURITY Items of Interest A ten-hour CPR course was conducted in the Division of Security to assist Division personnel in developing their emergency preparedness and response capabilities in support of our security missions.

Based on a reevaluation by the IE staff, including the requirements of 10 CFR 73.55(a), IE has requested the Division of Security to upgrade the security clearances of more Regional inspectors to the "Q" level primarily to permit them unescorted access to certain vital areas in nuclear power plants.

On March 22, 1979, a Security Survey was conducted of Boeing Computer Services Company by memberssof the Facilities and Systems Security Branch.

The survey was in response to the relocation of the Boeing facility to Falls Church, Virginia.

On March 20, 1979, members of the Facilities and Systems Security Branch met with General Service Administration (GSA) personnel to coordinate the renegotiation of the NRC/GSA guard contract.

Representatives of the NRC's Division of Security, the Information Security Oversight Office and GSA's National Archives and Records Service met on March 21, 1979 and discussed NRC's proposed Systemic Review Guidelines. These guidelines are being prepared for the Chairman's signature in compliance with the provisions of E0 12065

" National Security Informaticn."

OFFICE OF NUCLEAR REACTOR REGULATION UEEKLY ITEMS OF INTEREST (Week Ending March 23, 1979)

Browns Ferry Unit 1 Browns Ferry Unit 1 shut down on March 13, 1979 due to a through wall crack in an 18" schedule 80 carbon steel feedwater line located in the turbine building.

The crack, which extended less than 4 inches circumferentially has been repaired.

The reactor resumed operation at 12:48 P.M. on March 17, 1979.

Duane Arnold Energy Center Duane Arnold is back to normal power following an unscheduled outage which began June 19, 1978 due to a leak in the safe end of a 10 inch primary coolant system recirculation riser nozzle (see "Significant Developments" dated June 22,1978).

Duane Arnold completed the 156 hour0.00181 days <br />0.0433 hours <br />2.579365e-4 weeks <br />5.9358e-5 months <br /> soak period at 12:30 on f arcn 16, 1979, and by 10:00 A.M. March 16 was at 40% power.

Three Mile Island Unit No.1 On March 16, 1979, a Modification of Conditions of Exemption was issued for Three Mile Island Nuclear Station, Unit No.1 (Docket No. 50-289, License No. DPR-50).

This action modifies the conditions of the Exemption originally issued April 27, 1978 and amended May 19, 1978.

The modified exemption also requires timely implementation of plant modifications which will elininate the need to rely upon operator action according to these conditions.

The modifications must be completed prior to operation in Cycle 6 or during a suitable outage occurring after September 1,1979.

Vermont Yankee On March 17, 1979 Vermont Yankee shutdown to replace leaking fuel bundles.

It is expected that about 65 leaking and potentially leaking 8x8 assemblies which are in the 3rd cycle of operation will be replaced with higher exposure assemblies.

The exact fuel replacement plans will be based on post shutdown fuel examination. The staff is presently reviewing proposed Technical Specification changes which will permit operation with a reconstituted core. Approval of these changes has been requested by April 2,1979.

  • Indian Point Unit No. 3 Indian Point 3 was shutdown March 19, 1979 to repair a tube leak in one of the steam generators and to repair a steam leak on the secondary side.

The unit is expected to be out of service for six to eight days.

The licensee decided on plant shutdown when the leak was approximately 6-7 gallons per hour which was below the value pennitted by Technical Specification (approximately 21 gallons per hour).

Hatch Unit No. 2 On February 28, 1979 Georgia Power Company (licensee) reported a 9.8%

failure rate when inspecting and testing hanger anchor bolts.

The failures are attributed to improper installation.

Inspection and testing of anchors on Hatch 1 will be initiated (pursuant to IE Bulletin No. 79-02) at the next refueling outage scheduled to begin on May 1, 1979.

Beaver Valley The licensee i.C1cated that its staff was currently reviewing "as built" piping diagrams at Stone and Webster. The licensee plans to do a 100% in-plant verification of the safety injection system against the "as built" diagrams, after which S&W will provide the licensee with results of reanalyzing using SH0CK-3.' The licensee stated that the amount of verification of other affected systems will be done on a sampling bases.

Reanalysis of all safety-related systems by SHOCK-3 is undenvay.

NRC is planning to make a plant visit on March 23, 1979.

FitzPatrick An NRC review team has been established to work on the FitzPatrick piping seismic design concern.

Stone & Webster stated that they expect to provide the NRC with the results of the FitzPatrick safety-related piping system reanalysis by March 29, 1979.

NRC is planning to make a site visit on March 26, 1979.

Surry 1 No NRC staff meetings with VEPC0 have taken place since the plant shut-down. However, in a telephone conversation with VEPC0 on March 20, 1979, the staff project manager ascertained the following preliminary information:

By VEPC0's count a total of 46 plant systems must be reanalyzed.

2.

Some of these plant systems have been reanalyzed for modifications unrelated to the Stone & Webster problem. VEPC0 says approximately seven systems have thus been reanalyzed and the results are not definitive.

3.

VEPC0 expects to be able to give NRC better information on these efforts by Monday, March 26, 1979.

In a telephone conversation on March 21,1979, VEPC0 was less optimistic regarding #3 above, stating they think they may have input problems and may not have much additional infomation by March 26, 1979.

NRC plans a plant visit on March 26, 1979.

(NOTE:

VEPC0 is making use of this unscheduled dotintime to accomplish the inservice inspection of the steam generator tubes required by license amendment, which had been scheduled for June during a three week shutdown.

Following resolution of the Stone and Wetster problem, and assuming the st7am generators are acceptable, VEPC0 will attempt to justify return tc power until October,1979 (with no June shutdown) at which time the steam generators are due to be replaced).

Maine Yankee An NRC review team for Maine Yankee has been formed.

The team plans to visit the plant site on March 27, 1979.

By that time, Stone and Webster stated that a reanalysis of the safety systems should be completed.

Palisades On March 9,1979 the Atomic Safety and Licensing Board Panel established an ASLB to rule on petitions to intervene and requests for hearing in the matter of the proposed issuance of amendments to allow the replace-ment of Palisades Plant steam generators. This proposed action was noticed in the Federal Register on January 29,1979 (44 F.R. 5732).

Midland Units 1 & 2 On March 21, the staff issued a letter to Consumers Power Company requesting additional information pursuant to 10 CFR 50.54(f). The request pertains to the adequacy of the fill used at the Midland site and the quality assurance program. This information is needed by the Commission to determine whether enforcement action such as license modifi-cation, suspension or revocation should be taken in view of abnormal settlement which is occurring at the site.

0FFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING MARCH 23, 1979 1.

On March 22, 1979 amendments to Parts 30, 40 and 70 were published in the Federal Register requiring licensees to notify the Commission when they decide to permanently discontinue all activities involving materials authorized under an NRC license.

The amendments become effective June 5,1979. They will allow NRC to terminate licenses in an orderly and timely manner.

Messrs. Robert Minogue and Karl R. Gclier attended the " Symposium on Energy and Human Health: Human Costs of Electric Power Generation" held in Pittsburgh, Pennsylvania ors March 19-21, 1979.

Mr. Minogue gave a paper entitled " Occupational Health Experience in Nuclear Power".

The Symposium was sponsored by the University of Pittsburgh and the Ohio River Basin Energy Study (ORBES). ORBES is a congressionally-mandated 3-year study of energy development in the Ohio River Basin to the year 2000 being funded by EPA.

The principal focus of the study is electric power generation, both fossil fueled and nuclear.

The Symposium included papers and discussion on the human and environmental consequences of all phases of the fuel cycles for these plants, including mining, transportation and waste disposal.

The papers presented and discussion at the Symposium indicated that there are many unknowns about the health effects of pollutant-emissions from fossil fueled plants, particularly the long-term effects, probably even more so than for nuclear plants.

During the period March 20-26, F. Peter Libassi, HEW, is holding meetings with interested parties to discuss their comments on the draft Work Group reports.

NRC representatives are attending these meetings.

Separate meetings are being held with the nuclear power industry, public interest groups, veterans, unions, and the medical profession. The comments by the first two groups were conflicting.

The nuclear power industry generally praised the reports as not being " alarmist" with respect to radiation effects.

The public interest groups argued that the reports did not show enough concern for or sense of urgency about the serious nature of the problem of low-level radiation health effects.

Mr. Libassi, in answer to questions, indicated that he had not yet decided on a mechanism for incorporating or resolving the public comments that are coming in.

Mr. Libassi said that he hoped to distribute the draft of the

" institutional arrangements" paper this week for agency comment, with a target of April 1 for releasing that paper for public comment.

p 0FFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending March 23, 1979 Safeguards for Alternate Fuel Cycles On liarch 21, Brookhaven National Laboratory representatives briefed NRC and 00E staffs on results, to date, of their ongoing study of safeguards assessment of the various alternative nuclear fuel cycles being considered by DOE in the Non-Proliferation Alternative System Assessment Program (NASAP). The briefing reviewed their Task 1 preliminary findings of potential safeguards issues, solutions, and the impact of current regulatory structure on feasibility of imple-menting the individual fuel cycles.

Filing of flotion by NEC0 The Nuclear Engineering Company (NEC0) filed a motion with the Atomic Safety and Licensing Board on liarch 8,1979, withdrawing their applica-tion for license renewal and site expansion, terminating their NRC license and also terminating their lease with the State of Illinois.

NEC0 in the filing, claims they have complied with all terms of their URC license and have removed all radioactive materials from the site that are subject to the license. They cite as a reason for this action the February 15, 1979, staff request to file a decommissioning plan for the site.

Initial contact has been made with the State, NRC Region III, ELD, Public Affairs, State Programs and Congressional Affairs. A Region III inspector inspected the site Friday, liarch 9,1979.

By telegram dated flarch 9,1979, Nf1SS informed NECO that the Company cannot unilaterally terminate licensed authority and directed NECO to take all necessary actions to assure that the public health and safety is pro-tected at this site.

This position was confirmed in a formal order issued by HMSS on fiarch 20, 1979. Region III and NMSS staff inspected the site flarch 19, 1979.

Oral arguments on the case are scheduled for March 27, 1979, in Peoria.

Corparison of Atmospheric Dispersion Codes The Technology Assessment Branch is studying various code; used in connection with the updating of Table S-3 of 10 CFR 51.20, for calculating the atmospheric dispersion of radioactive material released from fuel cycle plants.

This is being done to determine which codes provide the results that correspond closest to observed values.

This analysis is complicated by the lack of code documentation reports.

Oak Ridge has been contacted relative to the atmospheric dispersion codes they have been using.

The current task is to estimate the U.S. and global impact resulting from U.S. export of research and test reactors.

Preliminary contacts were mddf; With the Director of the Reduced Enrichment of Research and Test Reactors (RERTR) Program at Af1L as part of our effort to compile a list of exported research and test reactors and estimate their fuel requirements.

Wisconsin Public Service Corporation (Kewaunee) - By letter dated March 15,1979, the licensee informed NRC that he plans to request a hearing regarding the Order Imposing Civil Penalties in the amount of $7,000 that was issued on February 22, 1979.

Preliminary Notifications relating to the following actions were dispatched during the past week:

PN0-79-55 Maine Yankee - Radioactive Release in Excess of Regulatory Limits - The plant experienced a leak in the residual heat removal system. An estimated 127 curies of noble gas and

.034 curies of iodine were released which exceeded the one-hour gaseous release limit.

Offsite concentrations did not exceed the levels stated in 10 CFR 20, Appendix B, Table II. The State of Maine vas informed.

PN0-79-56 Fort Calhoun - Transportation Incident - A Tri-State Motor Truck Lines truck carrying radioactive waste was struck by another truck while parked on I-70 about 60 miles west of St.

Louis.

Containers were crushed but no contamination was spread.

The containers were loaded onto another trailer.

PN0-79-57 Fitzpatrick - Through Wall Crack in Flush Supply from Condensate Fill Line - The licensee is performing an engineering evaluation to determine the best method of repair of a four-inch crack.

PNO-79-58 State of Connecticut - Appearance by NRC Personnel Before the Connecticut State Joint Committee on Energy and Public Utilities - The Connecticut State Joint Committee on Energy and Public Utilitics will hold a hearing on Friday, March 23, 1979, at the State Capitol in Hartford. The purpose of the hearing is to discuss potential effects in Connecticut due to the recent shutdown of five nuclear power plants by NRC because of questions concerning the design of safety related piping.

Representatives from Region I (Philadelphia) and the Millstone Residant Inspector will appear before the Committee.

Relocation of the Region V Office - The Director, ADM, and the Acting Director, IE, met with the Acting Assistant Commissioner for Space Management, GSA, and reached an understanding regarding relocation of the Region V Office.

NRC agreed to move the office to Oakland, Cali-fornia, when GSA has completed the new Federal facility it is planning for that city. GSA expects that the facility will not be completed before 1981.

In the interim, GSA agreed to continue our lease'in Walnut Creek and provide the additional space we need for the expanding staff.

OFFICE OF THE EXECUTIVE LEGAL DIRECTOR ITEMS OF INTEREST FOR THE WEEK ENDING MARCH 23, 1979 Trojan Nuclear Plant (Spent Fuel Pool Amendment)

In ALAB-531, issued on March 21, 1979, the Appeal Board affirmed the Licensing Board's decision authorizing an increase in the capacity of the Trojan spent fuel pool. The Appeal Board rejected appellants' arguments that cumulative environmental impacts were inadequately considered and that there is a need to consider the alternative of reduced power output. The Appeal Board also found that the fifth factor in the Commission's policy statement on the GEIS for spent fuel storage is not controlling and does not require that shutdown be immi-nent before an SFP expansion can be authorized.

Finally, the Appeal Board rejected the State of Oregon's request that certain technical specifications be imposed and retained jurisdiction for a period of 20 days during which the licensee can seek relief from a technical specification imposed by the Licensing Board which the Appeal Board views as impractical.

Peach Bottom Atomic Pover Station, Unit 3 On March 23, the Appeal Board (ALAB-532) approved the " Stipulation Among Certain Parties and Participants" and the accompanying technical specifications as fulfilling the NRC's responsibilities concerning thermal discharges from Unit 3 of the Peach Bottom facility. The stipulation was signed by all parties and participants except the intervenors.

Tne Board dismissed the exceptions to LBP-74-42.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING MARCH 23, 1979 INTERNATIONAL COOPERATION NRC-Mexican Government Interaction IP this week prepared a summary of proposed and ongoing NRC cooperative activities with the Government of Mexico for use at the next meeting of the U.S.-Mexico Commission on Science and Technology, now scheduled during the first week of June. We have asked that State include the long-proposed NRC-Mexican National Nuclear Safety and Safeguards Commis-sion Arrangement for the Exchange of Technical Information and Cooperation in Nuclear Safety Matters as a full agenda item, and that appropriate NNSSC representative (s) be in.icod to address the aiscussion topic.

EXPORT IMPORT AND INTERNATIONAL SAFEGUARDS Imact of Export of Research Reactors On March 21 Hans Schechter attended an interagency meeting at the State Depart.ent to discuss the preparation of environmental assessments regarding the impact of export of research reactors.

Other participants in the maeting included ACDA, DOE, State, NRR and NMSS.

I. US/ Greece Agreement for Cooperation Meeting On March 19 Hans Schechter attended an interagency meeting at the State Department to discuss the finalization of the text of the draft US/ Greece Agreement for Cooperation.

The new version will be transmitted to the Government of Greece in the next few days.

Interagency Group Meeting Regarding the US/IAEA Agreement Several NRC staff members (Ken Cohen, IP, Gerry Page and Paul Morrow, NMSS, and Joanna Becker, OELD) attended an interagency group meeting at the State Department on March 20 to discuss preparations for the anticipated Senate hearings regarding the US/IAEA Agreement.

In this connection, each agency was requested to develop a list of questions and answers, identify representatives who would provide testimony and prepare draft testimony to be distributed to each agency for review and coninent.

Special attention was given to the review of a joint draft paper dealing with the implementation of the Agreement.

(State will incorporate the meeting comments and circulate the draft for fonnal agency review.) Attention was also given to the question of industry participation in the hearings and it was agreed that it should be encoura ged. State was to look into the matter of extending invitations.

A next meeting is anticipated in about two weeks to follow up on the assignments.

a OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING MARCH 23, 1979 S tate Agreements Notice of Non-Routine Event No. 79-07 was issued March 22, 1979 concerning an accident in Kansas involving a truck carrying yellowcake.

Some material was spilled but was being contained and arrangements were being made to recover it.

The State is responding and DOE and NRC have of fered assistance.

There have been no reports of overexposures.

Emergency Preparedness NRC (SP, NRR and NMSS) and other involved Federal agencies conducted a five-day training program in Radiological Emergency Response Planning for 28 State and local government emergency planning officials from the States of Mississippi, Louisiana and Georgia.

Program Develoument During the course of routine monitoring of transportation of radioactive material, under contract with NRC and DOT, Georgia S tate personnel observed elevated radiation levels in a Skycab van carrying radiopharmaceuticals from the Squibb plant in New Jersey to Atlanta and Orlando with intermediate stops.

On February 11, the measured exposure rate in the driver's seat was 12 mR/hr; on March 10, _the reading was 9 mR/hr in the driver's seat and 14 mR/hr in the passenger seat (which was occupied by the driver's wife).

The exposure to driver and passenger for the latter trip is estimated to be 200-300 mR.

SP reported the matter to DOT, urging an immediate investigation, corrective action on future shipments, and enforcement action if warranted.

Frank Young met with the States of Tennessee, Mississippi and Georgia to discuss their entering into agreements for cooperation with NRC.

The " umbrella" agreements are similar to the ones signed with Washington, Indiana, and other States.

On March 13-15, 1979, the Region V State Liaison Officer attended a Region IX meeting of the CRCPD in San Diego.

Robart participated in the meeting along with other staff from Region V and presented a discussion entitled, Recent Trends in NRC State Relations.

The budget schedules and calendar of events are very similar to last year's budget / plan formulation.

FY 1979 REPROGRAMMING To date, two Congressional Committees have approved the initial reprogramming paper on use of FY 1978 unobligated balance carryover and another Committee has approved all but the addition of funds for travel. Work is continuing with the remaining two Committees to obtain their approval.

The second reprogramming paper has been concurred in by two Commissioners and is awaiting comments from the remaining Commissioners.

FY 1980 BtIDGET Congressional hearings are nearing completion with the Hart Committee scheduled for March 27 and either March 30 or April 2.

APPROPRIATIONS COMMITTEE'S Q'S AND A'S and TRANSCRIPTS HAC - Q's and A's, mark-up of transcript and transcript inserts have been completed and provided to the Committee staff.
