On July 5, 1978, NRC Region II was notified that a possible deficiency existed in the design of the Recirculation Spray Coolers for North Anna Units 3 and 4 These coolers were not specifically analyzed for the start-up hy-draulic transient and the associated effects on the structural integrity of the coolers. Also no provisions had been made to vent the cooler during start-up.

We informed you on July 31, 1978 that the rianufacturer of the coolers, Joseph Oat Corporation, would be perfoming a complete analysis of the coolers capabilities regarding the start-up transient. This analysis has been complet-ed.

We are pleased to report that the existing cooler design is entirely satisfactory and capable of withstanding the start-up hydraulic transient.

No modifications are required to the exist kg design.

Provisions have been initiated to vent these coolers to a suitable loca-tion inside the containment. All vent piping will be appropriately sired and supported.

This report is considered a supplemental report on this subject. We anticipate no further correspondence on this subject.
