Palo Verde Nuclear Generating Station Units 4 & 5 - Docket Nos. STN-50-592/593 In compliance with your request for additional financial information, enclosed herewith is a document entitled
" Pro Forma Sources of Funds for System-Wide Construction Expenditures and Capital Structure During Period of Con-struction of Subject Nuclear Plant" for applicant Arizona Public Service Company together with a list of assumptions made therein.
Pursuant to 10 C.F.R. Section 2.790 (1975), Arizona Public Service Company hereby requests that the above document and the accompanying assumptions be exempt from public disclosure and not be made available for inspection and copying in the NRC Public Document Room.
This request for'non-disclosure is made for the following reasons, which Arizona Public Service Company believes to be compelling:

The document contains proprietary financial data.

The data contained therein are of a type which has customarily been main-tained in confidence by Arizona Public Service Company because public dis-semination thereof could lead to mis-sg taken and inaccurate conclusions concerning C

Public disclosure of the data contained therein would cause substantial harm to the competitive position of Arizona Public Service Company in future financial transactions because they reflect many indicia of performance of Arizona Public Service Company which are necessary goals rather than assumed fact, and if dissemi-nated would give rise to expectations in the financial community which if not realized might jeopardize Arizona Public Service Company's ability to raise necessary investment capital.

Arizona Public Service Company has not heretofore prepared such financial fore-casts for periods of more than five years, nor has it prepared forecasts in the detail provided in the attached document.
Arizona Public Service Company does not believe that public disclosure of such detailed long-range forecasts of financial performance would be in the best interests of the investing public or of the company.
Pursuant to 10 C.F.R. Section 2.790(c), Arizona Public Service Company requests notice and the opportunity to withdraw the above document in the event this request for non-disclosure is denied.
Section 2.790(b) (1) requires a person seeking non-disclosure to incorporate in a separate paper any part of the data sought to be withheld.
In keeping with the intent of this requirement, a separate summary of non-proprietary financial data is also enclosed.
