WHEREAS, Salem Nuclear Generating Station was: il is in operation and Unit I2 is close to an operational i

permit and construction permits have been issued for Hoce i

j Creek Nuclear Generating Station, Unit il and 42, and all~

l Township of Lower Alleways Creek, New Jersey; and

I WHEREAS, Public Service Electric & Gas Co., has applied for an a=endment to its facility operating license for increased capacity fuel racks at the Salem 'luclear l

Generating station, and said applicaticn will cermit sin I

(6) cores at any one time to be stored at Salem Unit 81 f

and Unit #2, and Hope Creek Unit il and 22: and

WEEREAS, the citizens of Lower Alloways Creah i

I Township are alarmed about the dangers and risks attendant I

to the increased storage capacity of hazardous high level radioactive wastes at Artificial Island and/or the Tcwnship l

of Lower Alloways Creek; and i

j WHEREAS, the. increased storage capacity of i

hazardeIs high level radioactive wastes could significantly l

effect the qualit/ of hcman environment, not only in the Tcwnship of Lower Alloways Creek, but also in ether municipalities in the State of New Jersey as well as the State of Delaware; and WHEREAS, there is a dispute as to an emergency need to increase the storage capacity of spent fuel at th e Salem I nuclear generating facility in that the existing storage pool contains sufficient space necessary to t

acecmmodate full core discharge and also to acc=mmodate i

normal refueling discharges:

Committee of the Township of Lcwer Alicways Creek, County of Salem, State of New Jersey, as folicws:

That the Tewnship is oppcsed to the cencept of re-racking spent fuel at the Salem Unit il and Unit #2, and Hope Creek Unit il and $2, to permit twenty-four l

(2 4) cores of spent fuel to be stored within a seventeen i

j (17) year period. The Tcwnship eppeses any application l

f er re-racking that would permit greater storage of spent l

fuel assemblies greater than that originally planned at Salem Unit il, to wit: one and ene-third (1-1/3) cores.

The Township opposes the ccnstruction of any at-reacter site cooling pools or spent fuel pools to enlarge i

l the capacity of stcrage of spent fuel on Artificial Island i

beyond the requirements of periodic maintenance and storage

of spent fuel f er a reasonable cooling period.

l 3.

The Tcwnship cpposes the lo catien of any i

independent storage facilities fer spent fuel within the Township.

The Township urges the United States Nuclear l

Regulatory Cammission to fulfill its obligation purr

  • ant to the United States Code, Title 42, Sectica 5877, that immediate programs be initiated fer the permanent dispceal of spent fuel away-frem-reactor _ sites and cut of the Ocwnship; i

and that no further cpe rating permits be issued at Salem i

Unit #2, and Here Creek Units f l and #2, until such time as permanent disposal sites for spent fuel are operaticnal 1

BE IT FURTHER RESCLVED, that the Tcwnship Cer:sittee of Lower A11cways Creek Township, will do everything within its pcwer to resist and prevent the expansien of increased spent fuel storage at the Sales il and $2, and Hope Creek 41 and #2 nuclear generating facilities.

3E IT FURTHER RISCLVED, that copies of this Resolution shall be mailed to i'
