In accordance with your application dated September 13, 1978, as supplemented January 16, 1979, and pursuant to Title 10, Code of Federal Regulations, Part 70, Special Nuclear Materials License No. SNM-1227 is hereby amended to include your emergency plan.
Accordingly, Condition 11 of SNM-1227 is amended to read as follows:
Condition 11.
The licensee shall maintain a capability for handling emergencies in accordance with the Richland Fuel Fabrication Plants Emergency Plan Part 1, XN-NF-32, Revision 9, dated September 1978, as revised January 16, 1979.
The licensee shall make no changes to the plan which would decrease its effec-tiveness without the prior approval of the Conmission.
Changes made to the Emergency Plan Part I without prior Commission approval "11 be promptly submitted, for information purposes, to the Region V Office of I
Inspection and Enforcement and the Office of Nuclear Material Safety and Safeguards.
All other conditions of this license shall remain the same.
