Telex: 99297 1000 Prospect Hill Road Windsor, Connecticut 06095 H POWER SYSTEMS February 5, 1979 SNM License 1067 Docket 70-1100 U. S. Nuclear Regulatory Commission Region I 631 Park Avenue King of Prussia, PA 19406 Attention:
Mr. Walter G. Martin, Chief Safeguards Branch
Reference:
Inspection Report 78-12, dated January 17, 1979 Gentlemen:
The report of the inspection performed by Mr. Holody on December 12-14, 1978 has been received and the comments reviewed.
The calculation of the bias on inventory difference has been recomputed to correct the errce identified during the inspection. As Mr. Holody pointed out, the bias on the UO2 powder receiving scale (Toledo Model 8130) is pro-perly determined by calculating the difference between the absolute gross bias and the absolute tare bias.
This absolute difference is then made rela-tive by dividing by the average net weight of received containers.
The cor-235 rather rect bias for the period should have been 41,042 gmsU/452 gms U than the 51,090 gmsU/3146 gms U235 previously indicated.
The report of this recalculation is on file for review.
This methodology will be used for all future bias computations and has already been used for the bias calculation of the inventory completed in January 1979.
Full compliance has been accomplished.
Very truly yours, H. V. Lichtenberger Vice President-Nuclear Fuel Nuclear Power Systems-Manufacturing HVL/GCK/ssb 79031200*3 d
