MCGUIRE NUCLEAR STATION, UNITS 1 & 2 A meeting was held with the applicant on January 18, 1979 in Bethesda, Maryland to discuss an appeal by the applicant of a staff position on the proposed augmented inservice inspection program. presents a list of attendees.
Background
The McGuire FSAR requires the postulation of ruptures in high and moderate energy piping systems.
Determination of break locations are based on the criteria contained therein.
Protection must then be provided for break locations which cause unacceptable damage to essential components due to the effects of pipt.vhip,.iet impingement, compartment pressurization, steam environment, or flooding.
Protection from the effects of pipe whip and jet impingement may require the design and construction of large, high load capacity barriers and restraints. Applicant evaluation has determined that in some instances it is not feasible to install these structures at this stage of plant engineering and construction due to interferences and concrete connection problems.
Applicant Position The apnlicant had proposed the use of augmented inservice inspection, supplemented by local leak detection, to alleviate postulations of ruptures in tne McGuire piping systems.
They had reduced the number of break loca-tions to be included in the program from 22 locations to 6 locations (2 locations on each of three lines). The applicant's position was that acceptable pipe rupture protection meeting the staff intent for such pro-tection can be attained by use of augmented inservice inspection for a very limited number of locations.

. pgp t n7q Staff Position The staff had discussed and considered the applicant's proposal to meet our pipe rupture requirements but had been unable to accept tne proposal.
The staff however had not rejected it outrightly but rather had directed its evaluation toward obtaining acceptable pipe rupture consequences for the remaining limited locations and thus obviate the need for such a program.
The staff position appeared to be rejection of the applicant's proposal.
Summary After extensive discussion by all parties it was agreed that the applicant would provide some additional information which, if totally responsive and satisfactory to the staff would permit the staff to accept an amended ISI program for the limited number of weldments. Enclosure 2 is a letter dated February 9,1979 to the applicant describing the additional informa-tion.
