Gentlemen:

In accordance with 10 CFR 2.201, Texas Instruments (TI) is responding to your letter of December 29, 1978, " Inspection 70-33/78-17".

The cases of non-compliance as itemized in your Appendix A are briefly described below with our associated (1) corrective steps which have been taken and our results achieved; (2) corrective steps which will be taken tc avoid further items of non-compliance; and (3) the date when full compliance will be achieved, if not done already.

A)

Inspector was not issued a film br.vge upon entering the FMA.

(1)

Corrective actions taken were:

(a)

The recurrence of this infraction was discussed with the individual failing to issue a film badge immediately following the NRC Exit Meeting.

(b)

The film badge issuing requirement was reviewed at our January 9, 1979, HFIR Staff Meeting.

Results of the review indicate all persons assigned escort duties (staff personnel) understand and observe the film badge issuance requirement.

(2)

The sign specifying this requirement has been relocated to a more prominent location to bring the requirement to the attention of escort personnel.

(3)

Full compliance was achieved December 8, 1978.

B)

Operating procecures had not been posted for the boil-down unit and the compactor.

Corrective action was to post operating procedures for these two operations.

(2)

To avoid further items of non-compliance, the Nuclear Safety Officer, the Manager of Nuclear Safety, and HFIR Staff Personnel have reviewed other operations for compliance.

(3)

Full compliance was achieved January 4, 1979.

C)

No surveys of airborne contamination were taken during certain operations creating a potential airborne radiation hazard.

(1)

Corrective action is to obtain breathing zone air samples during these operations.

(2)

Such surveys will be taken until it is determined and documented that these operations do not pose an airborne radiation hazard.

(3)

Date of completion is Feburary 16, 1979.

D)

Fixed alpha surveys were not reade of the floors or equipment in the FMA.

(1)

Corrective action is to obtain such surveys on a regular basis.

(2)

A formal check list of places to be surveyed for fixed alpha will be devised to insure such monitoring on a regular basis.

(3)

Date of completion is February 16, 1979.
