Dear Mr. O'Reilly:

Inaccordancewith10CFR50.55(e),theNRCRegionIIwasnotifiedon October 16, 1978 that Speedway Machine and Tool Company (SMATC0) did not have documented evidence of a mechanical properties test after the heat treatment of the 64 Item 7 hex head bolts on NUS drawing 5094M2000. These bolts are used to attach mechanical guard barriers to the sides of the high density spent fuel storage racks.

An interim report was submitted to NRC Region II on December 14, 1978 (Serial No. 591A) stating that the bolts would be sent back to SMATC0.

SMATC0 in turn would arrange for testin' of a sanple from the bolt lot, or if that was impossible, replace the bolts.

SMATCO has since replaced the bolts and provided Vepco with the proper documentation. The mechanical guard barriers will be attached to the racks as provided for in the installation procedures.

We consider this to be the final report under the provisions of 10CFR50.55(e).
