MEETING POLICY I apologize for the delay in answering your October 3 letter in which you expressed concern about certain aspects of the new Commission policy of increased public participation in meetings.
I'm sure you appreciate that the new policy was stated rather broadly and it was necessary for the staff to develop implementation procedures which satisfied the intent of the pol 1ty while not creating undue problems for those involved. At the tine of the environmental visit to the South Texas site on September 75 and 26, we were still in the process of refining our procedures.
I share your concern about the problems of accomodating members of the public at such site visits.
In the future the staff will, as you have suggested, arrange to limit the number of observers at site meetings to a manageable number, secure identification of such ob-servers, and advise the applicant of the number and identity of such visitors at least five days in advance of the visit.
