Dear Mr. Counsil:
The NRC staff has completed its review of the Modified Amended Security Plans (MASP) for the Northeast Nuclear Energy Company's Millstone Nuclear Power Station, Units 1 and 2, and Connecticut Y3nkee Atomic Power Company's Haddam Neck Plant, Unit 1.
All deficiencies have been resolved except one. The staff position regarding this deficiency to be included within the MASPs is enclosed (Enclosure A). This enclosed document is considered proprietary information and is being withheld from public disclosure pursuant to 10 CFR Section 2.790.
The purpose of this letter is to notify you of the deficiency in the MASPs prior to the release of the Security Plan Evaluation Reports. This is being done in order to provide you with the opportunity to incorporate into tne MASPs this commitment identified in the enclosure.
Should you desire not to incorporate this addition and you do not then accept the addition into your MASPs, you may initiate the NRR appeal process through the licensing project managers.
In the event the appeal is denied, an Order for Modification of the Licenses, in accordance with 2.204, to incorporate the staff requirements noted in the enclosure into the licenses will be issued.
