Dear Mr. O'Reilly:

In accordance with 10CFR50.55(e), the NRC, Region II, was notified on November 20, 1978 that spare containment pipe penetrations are not sealed at both ends as stated in the FSAR Section 6.2.4.3, Subsection 4, Page 6.2-125.

We have determined that there are 29 spare penetrations all of which have a welded cap on the inside containment end only.

Our engineerin still in progress.g evaluation to determine the best corrective action is This 30-day report shall be considered an interim report.

A final report documenting the measures to be taken will be submitted by February 1, 1979.
