Dear Mr. Goodwin:
This refers to your application for amendment of the Trojan Nuclear Plant operating license dated December 21,1977, as supplemented and amended by letter dated August 29, 1978, regarding Type C testing of containment isolation valve M0-8312.
Your letter of August 29, 1978 contained the testing method and results of testing which demonstrate that M0-8812 has now been tested fully in conformance with the requirements of 10 CFR 50 Appendix J.
Based on our review, we agree with your conclusion that your FSAR commitment (p..A 16-Sa) to develop a pemanent test program for this valve has been satisfied, and that the amendment requested in your December 21, 1977 letter is not necessary. Accordingly, we consider this matter resolved, and License Change Request 39 no longer pending before us for action.
In accordance with established NRC procedures, the Office of Inspection and Enforcement (Region V) perfoms detailed reviews of specific an-site procedures and test results. A review of the test of M0-8812 was conducted by the NRC Resident Inspector on January 3,1979.
Based 9 our discussions with him, the test results are acceptable, although there is an administrative matter (specification of Mode 4 for the test) regarding the procedure e
itself which should be resolved to the satisfaction of the Office of Inspection and Enforcement prior to the next test.
