' Docket flo. 50-445/78-20 50-446/78-20 Appendix A fiOTICE OF DEVIAT10fl Based on the results of the inspection conducted by the f1RC Resident Inspector on flovember 17, 1978, it appears that certain of your activ-ities deviate from commitments made in your Final Safety Analysis Report (FSAR) as indicated below:
Failure to Achieve Adequate Radiographic Sensitivity _
FSAR paragraph 3.8.2.1 indicates that steel containment components, including penetrations, will satisfy the requirements of the ASME B&pV Code,Section III, Division 1, Subsection flE.
Project Specifi-cation 2323-MS-74, which implements these FSAR ccmmitments, requires that the penetrations meet Code Sections flE and f1C, as applicable, in effect on the date of contract.
Based on this date (May 1977),
the effective Code edition is 1974 through the Summer 1976 Addenda.
Table T-270, in Article 2 of Section V of the Code, requires 2-2T sensitivity of radiographs of welded joints with a wall thickness of greater than one inch.
Contrary to the above:
The IE inspector, in reviewing a radiograph set made by the pene-tration vendor, observed that the 2T hole in the radiographic quality indicator (penetrameter) was not discernible as required by Section V.
The radiograph selected for review was identified as 802C33320 W-1 applicable to penetration MIII-14.
This finding has been reviewed with and confirmed by licensee representatives.
This is a deviation.
