Inspection Summary

Inspection on October 17-20, 1978 (Report No. 50-338/78-33)

Areas Ir.spected: Routine unannounced inspection o'. nonradiological environ-

mental protection requirements of Appendix B Technical Specifications of

the Facility License including water quality surveillance; aquatic thermal

monitoring, general ecological survey; onsite meteorological monitoring;

procedures; review of licenree event reports. The inspection involved 18

inspector-hours onsite by one NRC inspector.

Results:

Of the six :.reas inspected no apparent items of noncompliance

were identified in five areas; one item of noncompliance was identified in

one area (deficiency; procedures - Details I, paragraph 8).

Water Quality Monitoring

Appendix B Technical Specification 3.1.1.1 requires monitoring of the

nitrates, phosphorus compounds and sulfates. The subject specification

also requires monthly monitoring of the following parameters, at

assigned stations and depths: (1) turbidity, alkalinity and hardness;

(2) dissolved oxygen. Inspection of records and field data summaries

disclosed that the program was implemented as required.

Aquatic Thermal Monitoring

Appendix B Technical Specification 3.1.1.2.a

requires that temper-

atures in Lake Anna shall be monitored by two methods: (1) continuously

via fi;:ed recorders at assigned locations; (2) quarterly multi-vessel,

synoptic surveys at assigned transects within the lake.

Inspection

included a review of thermal data for the period March 1977 through

Septembe .- 1978.

Inspection disclosed that thermal monitoring and

synopti

surveys were implemented as required.

6.

Review of Licensee Event Reports

Inspection included a review of nonradiological event reports for the

period January 1978 through October 17, 1978.

The plant discharge

canal fish kill which .,ccurred June 5,1978 was reviewed in detail.

This item was formally closed out during inspection.

7.

General Aquatic Ecological Survey

Appendix B Technical Specification 3.1.2.1

requires surveys at

assigned stations and frequencies of the following biological para-

meters:

(1) primary productivity estimates and chlorophyll analyses;

(2) plankton (phytoplankton and zooplankton) sampling at assigned

productivity stations; (3) benthic macroinvertebrate surveillance

employing artificial substrate systems and aquatic dip nets; (4) fish

ss.mpling and collection employing, but not limited to electo-fishing,

gill nets, hoop nets, and seines. Inspection of field data and records

disclosed that the subject program was implemented as required.

Appendix B Technical Specification 3.1.2.2 requires collection of

organisms on the plant cooling water intake screens during circulatin;;

water pump operations at an assigned frequency throughout the year.

The specification further requires that fish, so collected, shall be

classified as to species, might and length.

Procedures

Appendix B,

Technical Specification requires in part, that detail

written procedures, including applicable checklists and instructions,

shall be prepared and followed for all activities involved in carrying

out the Environmental Technical Specifications as defined in Section

5.5.4.

Section 5.5.4, entitled Procedures for Environmental Surveil-

lance - Non-Radiological, addresses the general ecological surveillance

program defined in Section 3.1.2 of the specifications.

Inspection

disclosed that no procedures were prepared as required.

A licensee

,

representative stated that he was informed by his management that no

procedures, as referred to above, were required. The inspector informed

licensee representatives, based on the criteria cited, that failure to

prepare detailed written procedures constituted an item of noncompliance

(50-338/78-33-01).

10.

Exit Interview

The inspector met with licensee representatives (denoted in paragraph

1) at the conclusion of the inspection on October 20, 1978.

The

inspector summarized the scope of the inspection and discussed the

findings cited herein.
