On June 21, 1978, the Citizen's Energy Forum filed a petition to intervene in Virginia Electric and Power: Company's proposed amend-ment to facility operating license No. NPF-4 (Licensee Application cate: May 1, 1978) I call upon you gentlemen of the Appeal Board for a fair-minded review of this case. The health and safety of those members of CEF living within the 50 mile radius of risk from the North Anna Nuclear Power Plant will be in constant danger if Vepco's proposal to more than double the spent fuel pool storage capacity is approved. I am a member of Citizen's Energy Forum and my husband and I live

   ,;ust 13 air miles from North Anna Plant.       Surely the protection of our health and safety is reason enough for CEF to intervene and bring the whole question in the open at a thorough public hearing.

Already North Anna has a history of safety problems ignored and NRC rulings abrogated. It merely takes time and thought to feed the proper assumptions into the computer and any desired answer can be produced, any new ruling mr.de to look saf e. A spent fuel pool was originally designed for temporary storage and the spacing of the racks took into account the extreme heat at the fuel rods stored there. To more than double the capacity creates the risk of chain reaction and release of deadly radioactivity to the atmosphere. Further, if the spent fuel rods are stored there indefinitely, as seems quite likely with present lack of either temporary or permanent National Storage; the stainless steel tanks will corrode and leak into the ground water system /, This is the pl -ht of the people in dest Valley, New York. Is not this reason en agh for intervention? If Vepco transports spent fuel r'ods from Surry to North Anna, more handling required will put employees lives in jeopardy and risk of accident on the highways exposes more lives to potentially deadly radioactivity. 790122ccog

Bradford when he says "The spector of the forces responsible for West valley and the far lesser disillusionment at Lyons Kansas opposing efforts to bring discipline and candor to a question that has in the past lacked both, can only breed more referenda and = ore public indignation." To be told as much, by a safety and Licensing Board that our health and safety does not matter, enat the public is not to be considered, is indeec a mockery of the democratic process. Relevant to the above, I would like to bring to your attention the following quote from a. speech by Commissioner Victor Gilinsky made in Coral Gables, Florida on November 30, 1973, wherein he answers the question "SHOULD WE CUT BACK CN PUBLIC PARTICIPATICN?"

C. 20555 gM*j w cad- l Gentlemen: I was distressed to learn that the Citizen's Energy Forum (CEF) from McLean, Va. was not granted permission to intervene in VEPCO's request to enlarge its spent fuel pool at their North Anna Power Station. as a resident of Louisa County, living less than one mile from the plant, it was my hope the CEF's intervention would result in the denial by your staff of VEPCO's recuest, and this would thereby reduce the addition # potential hazards for the people of the County of Louisa and the State of Virginia. The interest and concern expressed by the CEF is one shared by many people. The " address" of the CEF should not be considered as a reason to deny them the right to intervene. To have additional spent fuel stored at North Anna would result in more radioactivity released daily in the atmosphere as well as into the water which is stagnant at the back of our home. There is no known answer as to what will be done with the waste fuel; therefore, that stored at North Anna will likely be there for years to come. The core stored, the more danger to the health and well-being of we the people. " Human error" in moving fuel into the pool could easily result in serious consequences. The more stored, the more possibilities for accidents. North Anna has had several problems due to

          ' human error" that have become known to the public, and no one knows how many have occurred that we knew nothing about.

It has been pretty :ma much established that the enlargement of the waste fuel pool at North Anna was recuested by VIPCC to have storage facilities for waste from Surry. Transportation of such throughout our State creates danger for thousands of people.

Because we have so much fog and heavy due on our home dan due to the atmosphere around Lake Anna, we feel the danger of radioactivity is a real hazard to our health, and we don't want any additional problems with which to contend. It is hoped that you will grant permission for the Citizen's Energy Forum to intervene in this request by VIPCO. Very truly yours,

Dear Sirs:

Qf , s c-I am a member of the Citizens Energy Forum, a citizen of Louisa County and live approximately twenty miles from the North Anna nuclear power station. We were distressed to read that the Atomic Safety and Licensing Board ruled that C.E.F. and the Fotomac Alliance for Safe Energy did not meet the requirement 2 to intervene. The groups proximity.to the plant was an issue in the debate over intervention. Most of the nembers of Louisa County live in this twenty mile radius with some families living right on the lagoons. With Vepco seeking to increase storage capacity at North Anna the public should be given the opportunity to express their concerns. The radioactivity of spent fuel is potentially deadly. The pools at North Anna were designed specifically to store spent fuel rods from the North Anna plant and stored only for one year. With the absence of an accepted plan for disposing of the waste we want the right to express our views for adequate protection to the health and safety of the public. Without Citizens Energy Forum as an intervenor the public will not have a voice in the decision. Sincerely,
