Region I Management Meeting, November 30, 1978 This refers to the meeting, held at your request, with Region I personnel on November 30, 1978, at the Region I office. The attendees were Messrs.

Leonard, Rajaram, Converse, and Burns of your staff and Messrs Smith, Crocker, McCabe, and Plumlee of this office.

The subject reviewed during this meeting is included in the Office of Inspection and Enforcement Meeting Summary that is enclosed with this letter.

It is our opinion that this meeting was beneficial and provided additional information concerning the radiation dose rate devices used in your facility. We understand that you nave no further questions on the regulatory requirements that we discussed.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of thit letter and the enclosures will be placed in the NRC's Public Document Rtom.

If this report contains any information that you (or your contractor) believe tc be proprietary, it is necessary that you make a written application within 20 days to this office to withhold such information from public disclosure. Any such application must be accompanied by an affidavit executed by the owner of the information, which identifies the document or part sought to be withheld, and which contains a statement of reasons which addresses with specificity the items which will be considered by the Conmission as listed in subparagraph (b) (4) of Section 2.790.

The information sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit.

If we do not hear from you in this regard within the specified period, the report will be placed in the Public Document Room.

Continuously Indicating Dose Rate Device Provided to Individual Permitted to Enter High Radiation Areas

SUMMARY

OF MEETING WITH PASNY ON NOVEMBER 30, 1978 On November 30, 1978, representatives of PASNY met with NRC Region I staff at King of Prussia, Pennsylvania to discuss compliance with the JAFNPP Technical Specification requirement to provide individuals with radiation monitoring devices which continuously indicate the radiation dose rate in the area during entries into high radiation areas.

Persons attending the meeting are identified in Appendix A.

The meeting was held at PASNY's request.

The licensee representative stated that a specific example is the operator who enters alone into saveral high radiation areas during each shift while making his rounds of the facility.

The licensee representa-tive stated that a digital radiation monitoring device that requires specific actuation by the operator before a reading is displayed is provided to the above individual.

Region I representatives stated that as currently used, this type of monitoring device does not meet the requirement for a continuously indicating dose rate device.

The licensee representative stated that an application will be initiated to change the JAFNPP Technical Specifications so that the above instrument may be used to comply with the above requirement, and meanwhile, the licensee will supplement each digital instrument with an ear phone to provide a continuous audible indication of the count rate, independent of the display, while the on-off switch is in the on position.
