, NOTICE OF VIOLATION United Nuclear Corporation Docket No.70-820 This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at United Nuclear Corporation, Wood River Junction, Rhode Island, of activities authorized by NRC License No. SNM-777.
During this inspection conducted November 6-9, 1978, the following apparent items of noncompliance were identified.
I.
Condition 9 of the facility license, which incorporates Section 205, " Process Control" of the licensee's approved license applica-tion, dated October 13, 1975, requires in part, in paragraph 205.1,
" General," that supervision at all levels assure themselves that suitable control measures are prescribed and that all pertinent regulations, controls and procedures relative to nuclear criticality safety or radiological safety are followed by supervision and all operating personnel.
S0P l-H, dated August 7,1976, " Contamination Control", states in the section titled NIS Requirements that the contamination level limit for items released from contaminated areas is 300 direct survey counts per minute (CPM).
Contrary to the above, on November 29, 1978, it was determined that a shipping container (Drum 5021-14), which was contaminated to between 5000 and 9000 direct survey counts per minute, had been released from the contaminated area and was stored on the Licensee's property outside the contaminated area.
This is an infraction.
II.
Section 7.43 of the Fundemental Nuclear Material Control Plan (Control of Seals) states, in part: "Two authorized individuals shall witness the application or remcyal of the seals.
The two individuals shall indicate in the seal control log their verifi-cation of the application or removal of the seals."
Contrary to the above, the licensee failed to :noicace in the Seal Control Log their verification of the removal of a seal from a con-tainer which was opened for recovery at the site.
This is a defit.iency.
