Pertaining to the its of apparent nonco:pliance with NBC requirments in your letter, the reply to this its is given in the attachnent to this letter.
We appreciate your inspector's coments and suggestions related to our employee safety and envitun ental protection programs. These ccrrents and suggestions are helpful to us in our constant efforts to inprove these programs, ensure the continued health and safety of plant personnel, and ensure our ccrtpliance with NPC regulations and license conditions. 'Ihe informtion given below refers to the item in Appenda A, " Notice of Violation,"
in the NBC Inspection Report RII:JHD, 70-1113/78-19. The corrective actions detailed belcw have already been inplemented or will be implmented by the dates given.
"A.
10 CFR 20.201 states that each licensee shall make or cause to be made such surveys as may be necessary for him to comply with the regulations in this part.
Contrary to the above, on October 17, 1978, a licensee employee was observed welding contaminated equipment in the controlled area without an evaluation of the potential hazard for airborne radioactive material.
This is a repeat infraction."
The earlier citation for apparent nm.arplian was first issued in NIC Inspection Report RII:J10, 70-1113/78-14 dated 8/25/78. As a result of this citation and anong the other corrective actions taken, a program was initiated to incorporate the relevant radiation safety requirurents into the Job Hazard Analysis doctrent systs which is utilized to doctrent all potential hazards associated with each job or activity in the plant. The acrnitted date for crrpletion of this corrective action (namely the isstun of the revised Job Hazard Analysis) was establisho3 as Novmber 17, 1978.
At the tine of the repeat citation as stated above, which was issued as a result of an observation by the inspector en October 17, 1978, the revised Job Hazard Analysis had rot yet been issued.
Both the previous citations and the cne stated above were related to maintenanw activities being perforned by personnel in the Manufacturing Engineering group.
Bevision and issuan of the ruvised Job Hazard Analysis which was originally undertaken in July 1978 as. a result of the earlier citations referred to above, were ocmpleted as originally scheduled and cxwitted to by !bverber 17, 1978.
As a result of tMs most recent citation, additional corrective actions were taken to avoid further noncrrpliance, as follcus:
(1) A new and separate Job Hazard Analysis related to radiological safety control has been issued which incorporates all of the radiological safety considerations associated with muntenan activities in the uranitr.
manufacturing area and thus repeats all such considerations included in the other specific Job Hazard Analysis also recently revised and issued.

(3) Radiological safety controls in maintenance operations were emphasized at the management roundtable treetings with maintenan personnel following the inspector's observation on October 17, 1978.
