Mr. F. J. Long Gentlemen:

The Georgia Power Company of f ers the following information in response to your letter of November 17, 1978, describing apparent noncompliances with NRC requirements noted during your October 3 - 7, 1976, inspection of the Hatch facility.

Deficiency 321/78-33-01 1.

In response to item regarding failure to revise plant procedures in a correct and timely manner, we are now in full compliance.

As dis-cussed in the supplementary information attachment for LER 78-63, Reactor Engineering personnel, af ter discovering the core maximum peaking fa tor (CHPF) problem, erroneously decided not to immediately revise the procedure but issue a Standing Order instead. The reason for this action was that a Technical Specification change was forth-coming which would eliminate the problem and require its own procedure revision.

A procedure revision correcting this error was submitted on October 5, 1978, and approved by the Plant Review Board on October 11, 1978.

The Reactor Engineering personnel have been inrtructed that their action was incorrect and to follow plant procedures in handling similar situations in the future.

Infraction 366/78-41-01 1.

The Operations Supervisor interpreted Appendix H to allow a partial overlap of the first two pJateaus of startup.

At the time of the infraction, actual power Wts approximately 9% and indicated power was 17%.

The indicated power level was higher than actual power because of the high gain setting on the average power range monitors.

The second plateau of Appendix H, from rated temperature and pressure through 30 percent, has been signed off.
