This is to inform ycu, in accordance with the requirements of the Nuclear 1-ProlHeraticn Act, that NRC has not completed licensing action on the belcw listed deucarium applicatiens wilich were received by NRC on November 3,1973:

Specifically, criterien 3 states that "no such equipmen cr material will be ret.ansferred without the prior approval of the Ur.ited States."
To meet this recui ement, the Department of State has contacted the ccuntries involvec with res:ect to cotaining generic assurances that nc retransfers will be permitted witncut US approval.
These assurances have not yet been received. We have taken ste s, however, to act exceditiously on ycur license aoplications ucon receipt of the assurances.
