, Contention 4a(x)

1. Suffolk County (SC) contention 4a(x) was accepted by the Board only for purposes of discovery because it was in-sufficiently particularized.1/ This contention reads as follows:

4a. Intervenors contend that the Applicant and Regulatory Staff have not adequately considered individually a number of generic light water (re-actor] safety issues raised by NRC staff members and applicable to Shoreham in accordance with the backfitting requirements of 10 CFR Part'50.109 and/or the general design criteria of 10 CFR, Part 50, Appendix A. This contention includes . . . 2/

2. SC indicated that this contention as based on item 16 in NUREG-0153, Staff Discussion of Twelve Additional Technical Issues Raised by Responses to November 3, 1976 Memorandum from Director, NRR to NRR Staf f (Dec. 1976).

This contention raises no material issue of fact because the concern regarding the automatic resetting of reactor trip system bistable relays, which is discussed in item 16 of NUREG-0153, is also resolved in that same document. The con-cern, as stated on page 16-2 of NUREG-0153, is as follows:

In some reactor trip system designs, trip bistable relays reset automatically when the conditions that tripped the relays return to normal. The designers of this equipment have elected not to provide a seal-in feature on the trip bistable relays so that spurious channel trips are less likely to result in an unwarranted reactor scram. The concern is that the automatic resetting of the trip bistables could preclude a protective action from going to completion.

After reviewing this concern, the Staff concluded:

Since the design basis is that the scram should be initiated on the occurrence of two.or more channel trips, and not on a single channel trip, since the system level scram signal is sealed-in, and since annunciation of the occurrence of a sin-gle channel trip is provided to the operator and this annunciation is sealed-in until acknowledged, the staff concludes that there would be no addi-tional safety provided by sealing-in the individ-ual channel trips as well.

The staff concludes that consideration of this issue does not provide a basis for revision of any licenses or changes in staff positions.
