We have completed our review of the HFIR Project Safeguards Contingency Plan which was transmitted to us by your letter of September 13, 1978.

On the basis of this review we have determined that your suomission will be acceptable after minor revisions have been incorporated.

Please make revisions to your plan indicated by the comments contained in the enclosure to this letter and furnish six copies of your revised plan for our final acceptance review.

We have determined that the enclosure to your letter of September 13, 1978, and the enclosure to this letter contain information of a type specified in 10 CFR 2.790(d). Accordingly, they are deemed to be com-mercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.

ENCLOSURE COMMENTS ON SAFEGUARDS CONTINGENCY PLAN Sections Requiring Revision The section under Background (page 1) should be revised as regards the Perceived Danger. A statement consistent with the General Performance Requirements of 10 CFR 73.55(a) is acceptable.

A map of the facility and its environs showing roads, entry and exit points, prominent features, and other key reference locations, in sufficient detail to facilitate coordination during execution of response operations, should be included in section 1.3.2, Operational Concept in Response to an Adversary Incursion.

Reference section 1.4 (pages 3, 4), revise the terminology for the primary central alarm station and secondary alarm station used through-out the Contingency Plan to be consistent with that used in your Physical Security Plan.

Clarify section 3.5.1 to indicate who is in control if both HFIR MGMT and HFIR ADMIN are present.

The identification of TI Operational Elements by shift on page 13 should be revised to more clearly indic:te the circumstances under which the HFIR roving patrol (R.P.) is also the "one officer" listed under Response Team.

On page 13, please revise the heading and textual reference in Appendix B to avoid any ambiguity between the response of LLEA personnel tc the site and the response of the resident plant security force to a safeguards contingency.

In addition to the need for an adequate map previously cited, section ib, Appendix B (page 13,14) should be expanded to include additional informa-tion on preplanned actions to isolate the facility and environs.

The responsibility matrix should be revised to clarify the dispatching entity and nature of the HFIR RP's duties.

Examples of entries needing this clarification may be found on pages 35 and 45.

To permit more flexib'ility in determining an appropriate facility response to a hostage situation (e' vent P18) prior to the arrival of LLEA personnel, please add the phrase "If reasonable and necessary" to the beginning of the first general task for MGMT OF PROT. SERV. on page 58.

Sixth word should be " prevent".

Incursion is misspelled.

Page 2, Section 1.3.2, last paragraph.

We believe the intent of the first sentence would be clearer if the phrase "the TI security officers with what assistance can be provided by" were deleted.

Page 9, Section 3.5.5, subparagraph a.

We believe your practice and intent would, be more accurately reflected if this subparagraph were to read:

"HFIR CC will request RSPN team response by contacting SCC via intercom, radio, or plant telephone."

Pages 11 and 12 should be reversed. Enclosure i should follow Appendix A.
