TRANSMITTAL OF PROPOSED RULE Cl'ANGE FOR APPENDIX J, 10 CFR PART 50 One of the open items associated with our safety review of the FSAR for Midland Plant, Units 1 and 2 and listed in S. Varga's letter of March 30, 1979 regards the need for an exemption to Appendix J of 10 CFR 50, as presently written.

The exemption relates to the frequency and mode of testing of the containment air locks.

o Enclosed is the January 11, 1980 Federal Register containing a proposed rule change to paragraph III.D.2 of Appendix J.,10 CFR Part 50 which would permit greater flexibility for such testing in the case of frequent use of the air locks. The Federal Register invites written coninents or suggestions by February 25, 1980.
