Dear fir. Arnold:
By letters dateJ January 14, April 19, June 13, June 16, and July 1, 1977, you reported certain changes and adcitions to permits and certificates required by Federal, State, Local, and Regional authorities for the pro-t,ction of the environcent. These reports were made in response to the requirerrents of Section 5.6.2.4 of Appendix B to the Facility Operating License for Three Mile Island St3 tion, Unit No. 1 (TMI-1).
Tnis is to cdvise you that on the basis of our re'.iew of the above submittals, we find these changes and additions acceptable.
?u stated in your letter of January 14, 1977, that you had not reported all changes in permits and certi-fications to the NRC.
You should, of course, fully ccmply with these reporting requirenents in the future.
In addition, your letter of April 19, 1977, asked for the staff's endorsement of your interpretation that the reporting requirement of Section 5.6.2.4 only apply to the Industrial Waste and NPDES permits for THI-1. This is to advise you that we do not agree with your interpretation.
Rather, the intent of the specification is for it to apply to all permits that are in effect or may become effective in the future, that are issued by Federal, State, Local, or Regional authorities for the purpose of regulating environmental impact.
