TENT TECHNICAL RULE - KEYSTONE CENTER FOR CONTINUING ECUCATION FIN 3 6936-0, S&R 50-19-03-01-0 1.0 mackcround The Nuclear Regulatory Commission (NRC) is develooing a regulation,10 CFR Part 50, which will cover the licensing of re ositories for high-level radioactive waste. As'it is now organi:ed, the rule will consist of a procedural section and a technical section. The technical section will govern the engineering and scientific as:ects of a crocosed repository that are important to protection of cublic health and sa fety. The disposal of high-level radioactive waste has become quite controversial. Therefore, the NRC considers informed peer review to be a valuable asset in writing the technical portion of the rule.

The NRC intends to issue an Advance Motice of Rulemaking on the technical portion later this year. A draft version of the rule afil be issued for cuslic comment at that time.

The Keystone Center 'or Continuing Education under a grant frem E?oI is s:onsoring a meeting of experts in geology and geotechnical engineering as applied to waste management on October 22-24, 1979. As part of this program NRC has been asked to make a presentation regarding its proposed regulation. NRC can take advantage of the convened group and obtain a written peer review.

2-2.0 ' lock Recuired The contractor will host and conduct a workshop to examine the merits of and concerns arising from the draft version of subparts 60.122 and 60.132.

The workshop will be held on October 25, 1979, in Keystone, Co.

In addition to providing meeting space and administrative and secretarial services, the contractor will provide rocm, board and honoraria for the eight parti ci cants. The participants will have expertise in earth or materials science or engineering so that they can address the following ouestions c:ncerning suo:: arts 60.122 and 60,132:

Is the list of requirements and criteria complete, or are there addi*.f onal recuirements that should be included?

Is the level of detail 3::oropriate for a regulation and, if not, can the groua recommend additional specific details? If additional numerical criteria are recomended, can the group suggest the numbers--

or a method of arriving at them?

If more detail or numerical criteria are recuired, should they be included in the regulation or is it mere appro::riate for a guide, where greater flexibility is allowed?

Mcw should the data to compare sites be gathered? What are the appropriate investigation techniques that can be employed to show compliance with the rule? Should these techniques be specified in the rule or a guide?

4 In the site selection criteria, distances are identified for site investigations and areas to be controlled, and lengths of time are identified for which evaluations should be cerformed. Are these values aporopriate?

If not, how can better values be determined.

. In advance of the workshoo, the NRC will orovide the contractor with a copy of the technical rule for distribution to the particicants.

The contractor will document the croceedings in sufficient detail to ?rovide the NRC with a final recort.

3.0 Task Recorts There will be no task re;crts.

3.1 Final Recort The contractor will provide 12 cocies of a final recort to the NRC by November 15, 1979. The final recort will contain a summary of the proceedings.

It, sill summari:e the various coints of view excressed by the carticipants and any conclusions that they reach concerning the issues described in the four questions in Section 2.0 above.

3.2 Stee ti nas The contractor will host a one-day meeting in Keystone, Colorado, on October 25, 1979.

4.0 NRC Furnished Material The NRC will provide the contractor with a cocy of draf t 7 of the tecnnical section of.10 CFR Part 60.
