The Xeystone Center for Continuing Education under a grant frem EPRI sponsored a meeting of excerts to discuss the role of modelling in high-level radioactive waste disposal on October 22-25, 1979.

Members of the NRC staff were askad to participate. The agenda for the meeting and an attendees list are enclosed (Enclosure 1).

The ?!RC also contracted with the Keystone Center for an extra day for a workshop to revier: Draft 17 of the technical rule, 10 CFR 50.

The scope of the contract, a list of participants, and a letter report from the Keystone Center are provided in Enclosure 2. contains coments prepared by G. Robbins,

'A. M. Grayson, and S. Schreurs, members of the waste management staff which describe the Keystone meeting in detail. To highlight, the following were very significant points raised at the meeting:

1.

The participants generally su::corted the.*lRC multiple barrier apercach, i.e., viewing 'he repository as a set of subsystems.

There are three ajor barriers: a) the waste cackage, b) the civil structure, and c) the geologic environment.

2.

Minimum perfomance objectives should be established for each of the major barriers as well as other numerical criteria. There was support for the 1,000 year containment requirement for the waste package and support for placing greater emphasis on the civil engineering structure than

3.

There is a need for a substantive amount of in situ testing at depth at several sites in diffe. rent geologic environment:.

. 4 There is a need for increasing comunication between modellers, earth scientists, and decision makers.

5.

The development of criteria must be done in a traceable way and in a way that clearly lays out the bases.

6.

There should be a resolution of generic issues early-on.

7.

A number of detail comments were made on the draft rule.

In general, coments were favorable (see enclosures).
