Dear Mr. Seidle:
This letter is written in response to your letter of October 29, 1979, which transmitted Inspection Report 50-482/79-17. As requested, the finding is being addressed in three parts:
a)
Corrective steps which have been taken arm the results achieved; b)
Corrective steps which have been taken to avoid further noncompliance, and c)
The dates when full compliance will be achieved.
I948 250 Finding The qualification of the blasting specialist assigned by Clarkson (Contractor) to conduct blasting operations on September 15, 1979, and the days fo? lowing had not been approved by the Daniel International Area Civil Engineer (Pur-chaser).
Response
a)
On September 15, 1979, Clarkson assigned a new blasting specialist to the ultimate heat sink area without first obtaining Daniel's approval.
Daniel advised Clarkson by letter dated September 20, 1979, of their failure to follow this requirement and requested that all Work Procedures be strictly adhered to.
It should be noted that the blasting done on September 15, 1979 was monitored by Dames & Moore.

.0066 in/sec was well below the maximum allowabin velocity of
.5 in/sec.
Also, Daniel has subsequently reviewed the qualifications of Mr. Richard D. Blake and has verified that he is adequately qualified to perform blasting work.
b)
To prevent recurrence of this problem, blasting work was suspended in the ultimate heat sink area until Clarkson's Blasting Procedure (B-1) was revised.
The revised procedure requires that the qualification of the blasting specialist (s) shall be attached to and be a part of the approved blasting procedure. Also, it is now required that the name of the assinned blarting crecialist appear on each blact plan.
c)
Full compliance for this item was achieved on November 26, 1979.
