The following is in response to the inspection conducted by Mr. R. D. Walker on September 1 - October 31, 1979, of activ-ities at LaSalle County Station Unit 1. Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements. These activities are addressed in the enclosure to this letter.

The period allowed for response to the subject inspection report was extended by Mr. R. Walker of your staff to Jans rf 15, 1980.

\ Enclosure Response to Nctice of Violation The item of apparent noncompliance identified in Appandix A of the f:12 letter dated May 1, 1979 are responded to in the follow-ing paragraphs:

10 CPR Part 50,.5.ppendix B, Criterion XIV states, in part, " Measures shall be established for indicating the operating status of structures, systers, and components of the nuclear power plant, such as by tagging valves and switches, to prevent inadvertent operation." The Con.monwealth Edison Company Quality Assurance Program for Nuclear Generating Stations, S?- tion 14 states, in part, "The measures used to indicate status involve two phases. The first phase is pre-teceipt controls.... The second phase consists of controls and identification of status onsite at the station.... This system will also provide for indicr. ting the quality or operating status during construction and p3 ant operations. Marking, tags, labels, forms, logbooks or other suitable means are used to identify operating status of parts and equipment to preclude inadvertent bypassing of the inspections ar.d tests required prior to use. The operation status of station equipment is under control of the Shift Engineer."

Contrary to the above, the inspector's review of an occupational safety accident, which occurred on October 20, 979, revealed that no precedural means have becn established for the Shift Engineer to control the operating status of electrical power leads during station construction.

Corrective Action Taken and Results Achieved The action to be taken to correct the lack of control on temporary feeds on electrical equipment consists of a survey of all orange tagged electrical equipment to identify and docu-ment temporary feeds. This survey is being conducted by Station Construction, Operational Analysis and the Electrical Contraccors.

Upon completion of the survey all temporary feeds will be entered into a log to be controlled by Station Construction.

Corrective Action Taken to Avoid Purther Noncompliance To prevent recurrence a procedure or memo will be prepared and distributed to Station Construction, Operational Analysis and the Electrical Contractors on control of temporary feeds to permanent equipment. The status of temporary feeds will be forwarded to the Shif t Engineer by the Station Operations Management as will all changes to the status of the equipment.

Date When,F,ull Compliance Will Be Achieved All actions taken to correct the problem and to prevent its recurrence will be complete by February 15, 1980.
