Dear Mr. O'Reilly:
We have reviewed your letter of January 16, 1979, in reference to the inspection conducted at North Anna Power Station, Unit Nos. 1 and 2 on December 3-21,1979, and reported in IE Inspection Report Nos. 50-338/79-52 and 50-339/79-58.
Our response to the specific infraction is attached.
We have determined that no proprietary information is contained in the reports.
Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.

Attachment page 1 of 2 Pesponse To Notice of Violation Items Reported In IE Inspection Report 338/ 70-52 and 50-330 / 79-58 NRC Comment As required by Criterion XVI of Appendix B to 10 CFR 50, conditions adverse to quality shall be docume nted and identified to appropriate levels of management.
Pa rag raph 6.1 of Sec t ion 5.13 of Virginia Electric ard Power Company's (VEPCO) Quality Assurance Manual, Engineering and Construction, requires that each suspected failure to comply with the Atomic Energy Act or with NRC rules, orders, or licenses, and each deviation be reported on Form #883.8C.
The Vepco employee, Vepco architect-engineer, constructor, NSS vendor or consultant who discovers the suspected failure or deviati~on shall immediately forwa rd the information to the Project Engineer, or his
- designee, for completion of Pa r t 1 of Fo rm #883,8C.
Upon completion, a copy shall be hand carried to the Executive Manager Licensing and Quality Assurance or his designee.
Additionally, Paragraph
- 6. 2 of Section 5.13 requires that reviews be completed within five (5) calendar days or items becor.e automatically reportable.
Contrary to the above, information concerning problems reported on Unit 1 as LER's79-143 on Novembe r 9,
19 79 and 79-152 and 79-153 on November 16, 19 79, had not been reviewed for applicability to Unit 2 au of December 4,
19 79.
This is an infraction.
Similar items were brought to your attention in our letters dated June 25 and August 7, 19 79.
Response
The fa ilu re to review potentially reportable items fo r applicability to Unit 2 described in this in frac tion apparently resulted from imprope r routing of the necessary information.
The Unit 1 Deviation Reports which resulted in -the three LER's were never received by Power Station Engineer-ing or were misplaced.
Since that time the three problems involved haw been reported under the provisions of 10 CFR 50. 55 (e) and 10 CFR 21.
Pursuant to Section 2.201 of the NRC's " Rules of Practice" Part 2,
Title 10, Code of Fede ra l Regulations, the following information is submitted.

Corrective steps taken and results achieved:
To prevent recurrence,
.e station manager has been made an essential part of construction unit reporting.
The station manager or his designee will from now on assume the duties of Project Engineer in reviewing reportability on Unit 2 in order tu assure more timely reviews.
A supplement to Section 5.13 of the Quality Assurance Manual has been written to reflect this change.
Corrective steps which will be taken to avoid further non-compliance :
We believe that no further corrective action is required.
