BWeiss This is in regard to your request for approval of a route to be used for two imports of irradiated MTR fuel from Sweden to be moved by highway from the port at Portsmouth, Virginia to the Department of Enercy's Savannah River Plant, Aiken, South Carolina as contained in your letters of flovember 14, 1979 and November 19, 1979.

The proposed port of entry Portsnouth, Viroinia is defined as a heavily populated area ir. NUREG-0561 and under 10 CFR Part 73.37 nust be avoided if a practicable alternative is available. Since we do not know of any practicable alternative to Portsmouth at the present time, we are approving the route described in the enclosure.

In this regard, we have information that leads us to believe that with additional effort a practical alternative misht be developed.

. During the winter months whom inclenent weather with accompanying hazardous road conditions can occur with short notice, the appropriate state police should be contacted with regard to road conditions before a shionent connences.

h The initial arranaements with local law enforcenent acencies along the route, as required by 10 CFR Part 73.37(a)(2), have been coroleted by the NRC staff.

Data relating to these arrangements and a copy of the approved route are enclosed. This information is to be incorporated into your shipment plan and provided to your carrier along with instructions regarding its use.

You are reminded that the notification requirements of 10 CFR Part 73.72 for

In order for us to complete our contingency planning relative to these shipments, please furnish the following information to this office either by phone or letter as soon as it becones known to you.
