NRC BULLETIN 79 BORON LOSS FROM BWR CONTROL BLADES
Dear Mr. Grier:
The FitzPatrick plant staff has completed its review of the subject bulletin and the results of this review are presented belcw in the same order as Indicated in the bulletin:
1)
The FitzPatrick plant process computer tracks cumulative control rod segment exposure for all control rods.
Each of the four segments is a three (3) foot section of the control rod blade.
This data is routinely collected and reviewed on a monthly basis.
2)
A review of the FitzPatrick plant operating history indicates that none of the control rod blades are predicted to have greater than 34% boron-10 depletion averaged over the upper one quarter of the blade at the end of the next operating cycle.
The re fo re, the Fitz-Patrick 71 ant does not plan to replace any control rod blades during the next refueling outage.
3)
The FitzPatrick plant will conduct a shutdown margin demonstration as part of the post refueling startup test program following the next re fue l i ng.
We do not currently ant *cipate that we will achieve a cold shutdown condi tion prior to shutdown for the 1980 refueling.
However, i f such a shutdown should occur and result in a cold xenon-free condition, (a shutdown period of greater than ninty-six (96) hours) the plant will conduct and record as a matter of current practice, a cold, xenon-free critical control rod pattern as a part of the subsequent plant startup.
This data will provide sufficient Information to confirm adequate shutdown margin.
In addition, if any control rod blade segment is projected to exceed "end of 1i fe",
the plant will apply, based on *.ne blade manufacturers recommendations, 1926 057

4)
The FitzPatrick plant has requested that the NSSS vendor initiate a program involving other licensees for destructive examination of highly exposed control rod blades in order to provide the data and evaluation requested on a generic basis. When this examination and evaluation of the data has been completed we will p.rovide the required response as req ues ted.
