January 2, 1980 Docket No. 50-245 Mr. Boyce H. Grier, Director Region 1 Office of Inspection and Enforcement U. S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, PA 19406
Reference:
(1) 8. H. Grier letter to W. G. Counsil dated November 20, 1979, transmitting I&E Bulletin No. 79-26.
Gentlemen:
Millstone Nuclear Power Station, Unit No.1 Boron Loss From BWR Control Blade In compliance with Reference (1), the following information pertaining to Millstone Unit 1 control blades is provided.
Action Item 1 Millstone Unit 1 plant process computer programmed to calculate and maintain the exposure history of all control blades.
This program array, named TCRX, has been tracking control blade exposure since the initial reactor startup.
Action Item 2 During 5his cyc * "

t to a BI depletion of greater than 34 percent.
Action Item 2A 1926 018 Controlbladeswillbereplacedduring0refuelings when the predicted accumulated exposure indicates that B depletion to 34 percent will,
occur during the next fuel cycle.
Current 1980 refueling plans include the replacement of approximately 13 control blades because their predicted accumulated exposure gained during the next cyclgd.following the 1980 refueling, will exceed 34 percent depletion of Bi 8002070 g/f Action Item 2B For reasons stated in the reply to Action Item 2, this Acticn Item is not applicable.
Action Item 3 The blade replacement program outlined under Action Item g precludes operatian with blades exceeding 34 percent depletion of B.
Con-sequently, the provisions of Action Item 3 do not apply to Millstone 1.
Startup test at the beginning of the current cycle demonstrated shut-down margin much greater than that required by technical specifications.
The provisions of Action Item 3 will be routinely perfonned after the next refueling outage.
Action Item 4 We currently plan to perfonn the destructive examination of the most highly exposed control blade removed in the 1980 refueling outage.
The results of the examination will be provided within one calendar year after removal of the blade.
Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY Ms -
