inspection conducted at North Anna Power Station Unit Fo.1 on
Novmber 13-16, 1979 and reported in IE Inspection Repcrt No. 50-308/79-47.
Our responses to the specific infractions are attached.
We have determined that no proprietary infonnation is 1ontained in the
report. Accordingly, the Virginia Electric and Power dnpany has no
objection to this inspection report being nude a nntter of public
disclosure.

As required by Criterion V of Appendix B to 10 CITI 50 and inpl(mented
by VEPG) Topical Report VFJ-1-A Section 17, paragraph 17.2.5 specifies
in part, that activitles affeeting quality are accmplished in accordance
with instructions, procedures, and drawings. General Welding Procedure
W-1.0 Rev.1 invokes Af?E Section IX (74.W76) which under paragraph
QV-2013, requires that each welding process or procedure be qualified
either separately or in cmbination with other processes or procedures
... for the deposited weld rmtal thickness range for each of the processes
or procedures... paragraph QV-351 of the same code requires that the limit
of thickness for which a welder is qualified is dependent upon the
thickness of the weld he deposits with each welding process.
Gntrary to the above, on Novmber 16, 1979, procedure qualification
records of weld process specifications and welder perfonnance qualifi-
cations involving coThination processes did not indicate the weld metal
thickness deposited with each welding process.
This is an infraction.

Response
Qualification records of welders and weld procedures involving a cmbi-
nation of weld processes did not indicate the weld metal thickness
,
deposited by each process, as required by ASNE Section XI GV-201.3 and
QV-351, because the recuironent was interpreted incorrectly and un-
intentionally overlocked when the procedures were originally written.
Pursuant to Section 2.201 of the NIC's " Rules of Practice" Part 2,
Title 10, Gde of Federal Regulations, the following infonnation is
sulnit ted:

Welding procedires involving carbination processes are presently
in the process of being updated to include the weld metal thickness
deposited by each welding process. Vhen this is accarplished, full
ccrnliance with the ASNE codes will have been achieved.
2.
Q-rective stens which will be taken to avoid further non-empliance:

3.
Date when full empliance will be achieved:
All necessary updating of welding procedures will be empleted and
full empliance will have been achieved by March 15, 1980.

specifies in part that qunlity assurance reconis relating to activities
affecting quality shall be rmintainel as doctamntury evidence of work
per fonmnce.
Paragraph (s) I-2-2120, I-2-2130, of AhTE Section XI
(74.S75) requires that u'.trasonic equipmnt be standardi:'ed for screen
height and mpiitude control 1incarity.
Cbntrary to the above, on Noverber 16, 1979, there v;as no documentary
evidence to verify that code required standanlizations were being
perfomvxl on licensee owned ultrasonic instrismnts used for voltzmtric
examinations.
This is a deficiency.
Response
In the past, Ur instrumnts have been periodically calibrated to
rmnufacturer specifications.
During this calibration, standardization
of screen height r.nd mplitude control linearity was perfonned but
not doctzmnted.
Pursuant to Section 2.201 of the N?C's " Rules of Practice", Part 2
Title 10, Code of Federal llegulations, the foilowing infonmtion is
sutmltted:
