UNIVERSITY OF WASHINGTON Proposed Amendment No. 11 to License R-73 Decrease Limits for Possession of Special Nuclear Material INTRODUCTION Previous requirements for security plans have been determined by material h.

possession; however, now requirements are based upon license limits.

The proposed decrease in limits is based on our present possession and allows for material storage off site.

The R-73 license possession is for fuel and a 32 gram PuBe source.

The U-233 and plutonium possession are authorized by License SNM-108, and R-73 only allows use of them in reactor experiments.

REQUESTED CRANGES 1.

Replace paragraph 3.B (As Amendment 10, August 14, 1973) as follows:

B.

Pursuant to the Act and 10 CFR Part 70 "Special Nuclear Material" to receive, possess, and use (1) 4.4 kilograms or less of contained uranium 235, (2) 32 grama of plutonium encapsulated as plutonium-beryllium neutron source, both (1) and (2) in connection with reactor operations, and (3) 25 grams or less of plutonium and 13 grams or less of uranium 233, both encapsulated as samples for use in reactor experiments, and (4) 3.0 kilograms of contained, U-235 to be stored at an acceptable location, but not in the reactor building.

There are no new hazards associated with this amendment.

The material in 3.B (4) is presently stored at Battelle NW, Richland, WA.
