Gentlemen:
An application to amend Provisional Operating License No. DPR-45 was requested in Reference 1.
The requested snendment involved proposed changes to Technical Specifications for the La Crosse Boiling Water Reactor (LACBWR) which deal with the Inservice Inspection Program.
Reference 2 submitted the plans and requests for relief of the inservice testing and inspection programs for the La Crosse Boiling Water Reactor.
Subsequently, we have identified another area where inservice test-ing requirements of ASME Section XI are impractical.
Therefore, in accordance with the guidance of Reference 3, the attached relief request basis is submitted. of Reference 2 listed the valves to be included in the valve inservice testing program.
The atttched request has been placed in a format consistent with that of Enclosure 4 of Reference 2.
The information submitted in this application for license amendment has been reviewed by LACBWR Committees as prescribed in Technical Specifications.

1 FUNCTION:
To allow bypassing the Main Steam Isolation Valve (64-30-001).
TEST RE-QUIREMENT:
Exercise valve for operability every three months.
BASIS FOR RELIEF:
To exercise this valve during plant operations would require inserting a signal which would also actuate the Main Steam Isolation Valve, resulting in a scram.
ALTERNATE TEST:
The valve will be exercised for operability each cold shutdown.
