Docket 50-305 Operating License DPR-43 IE Inspection Report No. 79-18 The subject report was issued following an inspection of security measures at the Kewaunee Nuclear Power Plant conducted by Messrs. J. R. Creed and C. A.

Schwan on October 15-19, 1979. Two items identified as infractions and one item identified as a deficiency are cited by this report. My attachment provides our response to these items.

The attachment to this letter is considered exempt from public disclosure according to 10 CFR Section 2.790. It is requested that this document not be placed in the Public Document Room.

ryy; 9,' ~ ~ ~ '.y, 10 CFR 2.790(d) Information Exempt From Public Eisclosure Attachment Response to IE Inspection Report No. 79-18 Following the date of this inspection by Messrs. J. R. Creed and C. A. Schwan, Wisconsin Public Service Corporation contracted with a new security services contractor for security activities at the Kewaunee Nuclear Power Plant. The r.cw security contractor has more experience at nuclear power plants and better management and training capabilities than the previous agency.

Although many members of the Kewaunce Plant security guard force transferred companies and remain on the force at Kewaunee, all personnel have received medical examinations from the new contractor that satisfy all requirements.

Additionally, the re-emphasis placed on job performance, that comes with such a enange in contractors, is expected to improve the overall guard force p erformance.

The deficiency item on E-field operational checks has been corrected by incorporating a daily E-field zone walk-up into the normal protected area patrol scheduling.
