Dear Mr. Eisenhut:
This letter is in regard to our previous applications for amendments to Facility Operating License No. NPF-3 for Davis-Besse Nuclear Power Station, Unit No. 1.
The attached list includes those applications for amendments for which your approval is requested before our refueling outage presently scheduled for March 1980.
The Technical Specification (TS) change identified as Item 2 of the attached list has to be approved before modification can be made at Davis-Besse Unit 1 to meet or remove the unit's Operating License (OL) Conditions 2.C. (3)(d) and 2.C. (3)(j). These two conditions pertain to overpressure protection for the reactor coolant and decay heat removal systems.
The TS change identified as Item 5 of the attached list is required due to changes that were made at Davis-Besse Unit 1 to meet its OL Condition 2.C. (3)(g), which pertained to degraded offsite grid conditions.
The TS change identified as Item 8 of the attached list has been requested to correct an undesirable operating condition that is required by our present TS.
Toledo Edison requests your immediate attention and expeditious review of the subject amendment applications so we will be able to meet our mutual commitments.

Docket No. 50-346 License No. NPF-3 Serial No. 574 January 11, 1980 We are willing to meet with you, as necessary, to discuss any of these applications. We are concerned that these amendments have not yet been issued and we can appreciate the extreme workload we have all been under.
However, as you can see from the enclosure, physical modifications to several safety related systems will be delayed if these license amend-ments are delayed any further. We solicit your help in this matter.
