Dear Mr. Counsil:

By letter dated January 14, 1977, we requested the Connecticut Yankee Atomic Power Company to submit an evaluation of a postulated fuel handl5g accident insida ce,.tainment at Hadda: Neck.

The :ctential consequences of an accident involving the handling of spent fuel inside containment had not been evaluated previously in a Safety Evaluation for Haddam Neck.

By letters dated March 21, 1977, and October 14, 1977, you submitted the evaluation of this accident, as supacrted by the additional information transmitted by letter dated March 5,1979. We have reviewed your submittals and have concluded that althcugh the potential consequences are screwhat larger than estimated by you, they are appropriately within the exposure guidelines of 10 CFR Part 100 and are, therefore, acceptable.

We have included an evaluation of a 1cwer ;:robability event involving two assembly failures and find the consequences are also within the ex::osure guidelines of 10 CFR Part 100 and are, therefore, acceptable.

Enclosed is our Safety Evaluation of the postulated fuel handling accident inside containment for Haddam Neck.
