Reid Chief Operating Reactors Branch #4 U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Subject:

Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72

Dear Mt. Reid:

As a result of several discussions with members of your staf f, Florida Power Corporation hereby provides the following additional information concerning our response to Question No. 7 of your August 3, 1979 letter:

Additional non-linear time history sliding analysis has been performed using the mathematical model and time history shown in Figure 1 and 2 respectively.

The dynamic characteristic of the mathematical model and the input base motion time history are identical to Figure 7.1 and 5.1 of NES Document 81A0524 Rev. 0 (Reference 1).

An analysis has been performed for a sliding co-ef ficient of f riction value of 0.;0 and for the time history region from 0 to 5.75 seconds.

The results of the sliding analysis are shown in Figure 3.

From Figure 3, it can be seen that the maximum sliding results (0.33 inch) for the Crystal River Unit 3 High Density Fuel Storage Racks occurs between 0.62 and 0.77 seconds and is identical to the results presented in NES 81A0524.

The results of the analysis support the justifications given in response to NRC Question No. 7 (Reference 2).

The cumulative sliding of 0.185 inches (Figure 3) at the end of 5.65 seconds is very comparable to the cumulative sliding of 0.17 inches qualitatively developed for the response to NRC Question No. 7.

Beyond 5.75 seconds, the critical acceleration of 0.055G at which sliding could occur is exceeded at times 7.24, 7.71 and 8.24 seconds.

However, since the area under the acceleration-time curve at these points is small, no significant additional sliding will result.

From Figure 2, it can be seen that the peak acceleration values at these 1528 218 General Office 320: Tnirty fourtn street soutn. P O Box 14042. St Petersburg. Fiorida 79121 133733 813 0 15

Mr. Robert W.

Reid Page Two December 5, 1979 points are slightly greater, the area under the acceleration time curves are smaller and the cyclic variation of acceleration vs. time are similar to those at time 5.0 seconds.

Since there is no sliding at time 5.0 seconds (Fig re 3), any sliding at times 7.24, 7.71 and 8.24 seconds will be minimal.

Furthermore, any small sliding potentially produced by positive (+) acceleration at time 7.71 seconds will be essentially cancelled by the sliding produced by the similar but negative (-) acceleration at time 8.24 seconds.

It is, therefore, concluded that the maximum sliding distance for the Crystal River Unit 3 High Density Fuel Storage Racks will not be affected by the time history motion beyond 1.2 seconds.

If you require any further discussion of our response, please contact this office.

Very truly yours, FLOR 1DA POWER CORPORATION
