We have completed a preliminsry review of your Final Safety Analysis Report (FSAR) which was submitted as Amendment 10 to your license application for the Ihree Mile Island.itclear Station thit 1.
'Te note that some sections are to be supplied later. Other sections are incornplete. Specific examples of missing and inconplete information are:
1.
Design and testing information on the reactor building fan coolers has not been included.
(See pane 20 of the DEL Safetv Evaluation on Three flile Inland Unit 1, dated February 5,196R.)
2 The proposed Technical Specifications have not been included (Section 15 of the FSAR).

At the public hearing on Three "ile Island thit 1 you stated that scoping studies on failed-fuel detection unuld be performed. (See pares 259-264 of the Transcript of Hearinn conducted on April 10, 1968.) A description of these studies, and the results obtained, has not been included.
4.
We note that information on the iodine renoval e fficiency of the noditus thiosulfate containrent spray solution is not included (See paSe 53 of the DRL Safety Evaluation). The evaluation of fuel rod failure nachanisms is not provided (See pages 27-28 of the Applicant's Sumarv in the Transcript of llearinn.) The analyses of the potential for xenon oscillations are not complete.

The Advisory Committee on T!eactor Safeguards (AC'S) nade recommadations concerning revisions to the scram bus and further saparation of safety from control functions (See pages 16 and 17 of the Applicant's Summary in the Tran-script of llearing). These are not addressed in the FSAR.
Our review of another Operating License application involving your nuclear steam system supplier is nearing completion (See the Final Safety Analysis Report for the Oconee Nuclear Station, Units,1, 2, and 3 by Duke Power Company). In the course of our review we have sent requests for additional information to the Duke Power Company that will in many instances also be applicable to your facility. Please consider supplements or amendraents to your application concerning these areas.
We are continuing our review of your application.
The information indicated above is a significant part of that needed for our safety evaluation, however, and its availability will affect the time required for our review. We will be pleased to discusa these matters further at your convenience.
