METROPOLITAN EDISON COMPANY, THREE MILE ISLAND UNIT NO.1 DOCKET No. 50-289 The enclosed report of the inspection of Metropolitan Edison Company's Three Mile Island Unit No. I construction site, conducted on January 18 and 19, 1971, by E. M. Howard and D. M. Hunnicutt, is forwarded for information.

I Concrete was placed, contrary to site procedures and the FSAR commitments, when the measured temperature of the surface to be in contact with the con-crete was less than 32 F.

This concrete placement represents a breakdown in the quality control function at the site in that the temperature was measured and reported by the QC personnel prior to the placement to project l

management. A CDN has been prepared.

l The inspection of the electrical and instrumentation area revealed the con-struction group had no q'sality control program in this area, and did not have knowledge of the latest FSAR revision. The A-E program review in this area revealed that a number of significan* ambiguities were not yet resolved among the licensee, constructor, and the A-E.

A CDN was not considered, since at 8

the time of the inspection no safeguards circuits were installed or in the process of installation.

f The inspection was terminated at approximately two o' clock pm on January 18, 1971, due to the confusion resulting from a fire whic; destroyed several trailers, but no project related components..
