Dear Sir:

This will acknowledge receipt of your letter of February 12, 1971 concerning the pouring of'some concrete in the fuel' handling building of TMI #1 not in accordance with the applicable codes.

Your letter suggests that this deficiency was identified by your inspectors during their vi.iit of January 18 and 19,1971.

I wish to point out that this deficiency had been identified on the day of the pour (January 8,1971) and that corrective action was under discussion and re-l view prior to the visit of your inspectors. Since then the following corrective steps have been taken to (a) determine the acceptability of the concrete that was,placed, and (b) prevent a repetition of such an occurrence:

1. Cores sre being taken from the concrete joint at appropriate locations and these cores vill be tested to deter =ine whether i

the concrete meets specification strength rAquirements.

2. The Inspector's Concrete Check-Out Sheet has been modified to require the signature of the UE&C Q/C representative before any concrete place =ent is allowed to be made.
3. UE&C quality control procedure QC-30 covering work stoppage is being =odified to clarify and emphasize that significant deficiencies noted by the UE&C Field Supervisor of Q.C. shall be brought 4-diately to the attstien of the Manager of Reliability and Quality Assurance in the UE&C hc=e office and the UE&C Project Superintendent for corrective action before proceeding with the work. The Met-Ed Project Manager cadfor Met-Ed Site Quality Assurance representative vill also be notified i==ediately. Furthermore, the Met-Ed Project Manager has delegated authority to stop work to the appropriate Met-Ed Resident Engineer until corrective action is taken.
