By letter dated September 14, 1976, we transmitted to you mo:iel technical specifications which addressed inservice inspection and plugging of steam generator tubes.
In our letter we also requested that you submit a proposed amendment to your technical specifications consistent with the model technical specifications. Your response to our request was contained in your letter of flovember 12, 1976.
k'e have reviewed your resoonse and find it unacceptable. The basis for our findinn is that you have significantly revised a nunber of the provisions of the model technical specifications without providino justification for the revisions. These revisions included, but were not limited to:
- 1) A 1 gpm limit on primary-to-secondary stean nerierator leakace was not proposed.
- 2) The 3" samnle size was changed to 1-1/25.
- 3) Provisions for non-randon selection of tubes for inspection were deleted.
4)
Inspection category C-3 was deleted.
- 5) Criteria for acceptability of a 40 conth inspection interval were extensively modified.
- 6) The definition of a " degraded tube" was rodified.
- 7) The schedule for reporting the number of plucced tubes was changed from 15 days to 30 days.

- 8) Table a.4-2 of the model technical specifi-caticns was extensively revised.
Because you have not orovided a justification for each of your pronosed revisions, there is no basis for deterninino their acceotability.
Accordincly, you are recuested to resubnit within 20 days of receiot of this letter a revised crocosed arendrent to your technical soecifications 1484 146 1910gn0 6 N

- nitted by our letter of September 14, 1976.
If there are conditions unique to Three t'ile Island Unit !o. I which necessitate one or core revisions to the nodel technical specifications, each revision should be clearly identified and fully. justified.
