By letter dated February 18, 1977, you requested amendment to Appendix A to Operating Licence No. DPR-50 for Three Mile Island Unit No.1.
The requested amendment would revise the inservice inspection program for the reactor coolant pressure boundary by deleting the requirement for periodic inspection of the reactor vessel and closure head cladding, the pressurizer vessel cladding and the steam generator vessel cladding. The acceptability of this propcsed arnendment was 5tated to be based uben issuance of the Sumer 1976 Addenda to Section XI of the AS?'E Boiler and Pressure Vessel Code which no lengcr rsquire5 these inspections.
This is to advise you that we have reviewed your submittal and have concluded that we are unable to grant your request at this time. This conclusion is based on 10 CFR 50, Sections 50.55a(g)(4) and 50.55a(b) which define the effective editions of the ASf'E Boiler and Pressure Vessel Code and Addenda with respect to inservice insoection. At the present time Section 50.55a(b) authorizes references to Addenda only through Sumer 1975. We do, of course, review each Addendum as it is issued by the ASME and to the extent that the Addendum is found acceptable, update Section 50.55a(b) 1ppropriately. The Summer 1976 Addendum is currently under such review by the staff; however, the review is not yet complete. Until this process is complete, we cannot authorize changes to technical specifications based on this addendum.
