Gentlemen:
Deficiencies have been identified in the ejected rod worth calculation on which h ree Mile Island Unit I rod insertion limits are based. Based on our review of information from BGW, your present rod insertion limits are valid until the time of control rod interchange, after which time potential ejected rod worth greater than 1% Ak/k may result when operating with your current Technical Specifications and your present fuel cycle.
Before you plan to operate following control rod interchange, you are requested to submit either:
(1) results of analysis and/or experiment which show that your existing rod position limits assure that the maximum ojected rod worth is less than 0.65% ak/k, as required by Three Mile Island Unit 1 Technical Specification 3.5.2.3, after rod interchange occurs, or (2) revised rod position limits in the form of proposed Technical Specifications with supporting analysis which assure that the maximum ejected rod worth is less than 0.65% Ax/k, as required by B ree Mile Island Unit 1 Technical Specification 3.5.2.3, after control rod interchange occurs.
If Technical Specification changes are required, your submittal should be received by the Nuclear Regulatory Commission not later than 45 days before you plan to operate following control rod interchange.
